**Lines Construction Inspector**

The Contractor's personnel are required at minimum to be a qualified line tradesman or electrical

A worker with at least 5 years of related experience can be a Lines Construction Inspector. Each Contractor's personnel shall include copies of all certificates, licenses, etc. as proof of qualifications.

All Lines Construction Inspectors must be knowledgeable and competent in their discipline of

construction and construction management associated with the construction and maintenance of

transmission power lines and fibre optic communication lines/communication facilities, as per

SaskPower standards and rules and possess an excellent working knowledge of inspection procedures.

SaskPower appoints the Contractor to act on its behalf in the day-to-day Site construction

management. The Contractor shall be the single point of contact between the construction

contractor(s) and SaskPower, requiring all Site communication with construction contractor(s) to

be through the Contractor.

The Contractor shall monitor, inspect, recommend changes to, and record the work that the

contractor is performing; what work has been completed; and what work the contractor will

proceed to next. The Contractor shall not interfere with the construction contractor's methods

of performing the work unless such methods are unsafe or as directed by their Construction

Manager.

The Contractor(s) shall carry out the Services in relation to the following categories of activities:
**General**

(a) Supply all services, labour, vehicle(s), meals, lodging, cellular phone, computer, office

and administration supplies, tools such as binoculars, high resolution digital camera with

GPS function, hand tools, superrule, iPad (upon request from SaskPower for specific

projects), etc., necessary to carry out the Services safely and effectively;
(b) Report to the SaskPower Construction Manager, or designate;
(c) Coordinate with appropriate SaskPower stakeholders where required to carry out the

Services.

(d) Work with other contractors and personnel if necessary to ensure an acceptable quality

of Service is provided;
(e) Identify coordination issues and communicate any such issues or concerns to SaskPower

and the construction contractors for resolution;
(f) Participate in project planning, including participating in pre-project internal and

external conferences and SaskPower staff meetings to ensure that the construction

contract and construction specifications are clearly understood by the construction

contractor and that appropriate work schedules are created and followed by the

construction contractor. This may include:

- Working with the PM/Construction Manager to develop project construction

management plan based on project scope, schedule and Site constraints;
- Identifying outage requirements with contractor;
- Ensuring the PM is aware of various groups to engage in the business unit and

assistance with engagement as appropriate;
- Identification of adequate durations and interdependencies of the construction tasks;
- Identification and management of interface points among contractors, lines and

stations;
(g) Develop, identify, and research alternate strategies to overcome obstacles that may

arise due to construction or environmental conditions throughout the project;
(h) Notify SaskPower of all construction risks for each project, including schedule and

budgetary risks;
(i) Where required, scrutinize and approve contractor's invoicing charges, including extras

and deletions;
(j) Establish and maintain productive working relationships with various levels of contract

personnel, and staff in SaskPower to ensure successful project outcomes; and

(k) Supply suitable vehicle to perform the necessary Site inspection work.

**Services on SaskPower Sites**

(a) Perform inspections on key aspects of the work and operations (including but not

limited to directing testing, surveying and security requirements);
(b) Inspect the work of other contractors on the transmission line construction, switching

station construction, and substation construction;
(c) Where required, develop, monitor and oversee work progress per project/construction

scheduling to meet Site specific construction scheduling requirements, including

coordination with Contractor resourcing and SaskPower internal resourcing regarding

construction progress;
(d) Coordinate and complete the transfer of facilities and/or equipment to SaskPower's

Operations department (via Energized Readiness forms supplied by SaskPower) as

directed by SaskPower's Project Manager;
(e) Manage and coordinate with multiple contractors;
(f) When necessary, must have the ability to obtain and hold SaskPower Standard

Protection Code permits. SaskPower Standard Protection Code training will be provided

within the first 6 months, if required;
(g) Ensure correct permitting and access to right of way is available including mapping

routes, including coordinat
