Position Overview:
In this position, you'll be able to transform communities by working on exciting stormwater improvement capital projects that will enhance municipal infrastructure. This position has been established to implement elements of the Integrated Stormwater Management Master Plan, under the Federal Disaster Mitigation and Adaptation Fund (DMAF).As a design and construction project manager, you will lead project teams, collaborate with departments, and share your expertise to deliver these projects. This means actively contributing to programs that enhance the sanitary and stormwater management infrastructure, and watercourse improvement, and create enhancements for the community at park facilities.-
**Responsibilities**:
- Provides project management for Capital and DMAF projects/programs and/or construction contracts, including community engagement initiatives.
- Reviews and interprets technical information (e.g. geotechnical reports, feasibility studies, environmental impact assessments, City design protocols).
- Provides contract administration for municipal projects for in-house and consultant assignments.
- Oversees and reports on project/program progression, and budgetary expenditures as required.
- Serves as project/program liaison to the public, consultants, internal departments, and outside agencies.
- Reviews and approves survey base plans, preliminary and final designs, tender documents, contract drawings, monitoring programs, and standard operating procedures.
- Analyses, investigates and interprets existing design data.
- Reviews and approves detailed design, for example, stormwater ponds, storm and sanitary sewers, watermains, water courses, low impact development.
- Liaises with outside agencies, government agencies, and utility companies.
- Facilitates public meetings and Utility engagement and education events.
- Performs other related duties as assigned.

**Requirements**:
- Minimum Qualifications:
- Three (3) year degree or diploma in a related field (i.e., Civil Engineering/Civil-Environmental Engineering Technology).
- Four (4) years of continuous and current project management experience leading engineering design teams and contract administration of major construction work.
- C.E.T. designation by the Ontario Association of Certified Engineering Technicians and Technologists (O.A.C.E.T.T).
- Valid MTO Class “G” driver’s license in good standing and use a personal vehicle for city business.
- Minimum Experience:
- Must have excellent construction contract administration skills and demonstrated ability to lead complex capital projects using proper financial management, negotiation and facilitation techniques, and applicable knowledge of Stormwater and Sanitary Infrastructure regulatory requirements.
- Must have strong mathematical skills to perform calculations for design and have the technical ability to advise on roads, bridges, sewers, stormwater management, watermains and pumping stations.
- Must have a strong knowledge of the Construction Act, Environmental Assessment Act, Environmental Protection Act, Ministry of Natural Resources Act, Conservation Authorities Act, Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), and other legislation related to the design, construction, and maintenance of municipal infrastructure.
- Must have demonstrated strong project management, research, and organizational skills to support program objectives and aid in change management processes.
- Must have excellent engagement skills and demonstrated ability to manage community and stakeholder engagement on controversial topics with empathy and transparency to foster trust in the project process.
- Must be comfortable in high-pressure situations and demonstrate agility in adapting to an evolving planning framework and community expectations to ensure the project is delivered successfully.
- Must have the ability to support and project values compatible with the organization.
