Hours Full-time, 37.5 hours per week with core working hours between 7 am and 5 pm

Other Combination of general office environment and occasional off-site travel. Attend meetings, conferences and departmental emergency situations, which may be outside of normal business hours.

**Position Summary**

Under the direction of the Manager, Parks and Recreation, this position is responsible for the implementation and oversight of specific programs and processes in order to achieve corporate and departmental strategic objectives. Key responsibilities of the position include supervision of the ongoing operations of forestry and horticultural services, including horticultural displays and gardens; landscape plantings; urban tree and municipal forest maintenance; woodlot management and protection strategies in accordance with City standards within a specific geographic area.

**Specific to this role**:

- Responsible for the day-to-day supervision of all assigned operations staff engaged in the maintenance and repairs of horticultural display areas and gardens, green spaces, natural areas, urban tree management and forests within parks and open spaces
- Develop and manage the implementation of the Forest Management Plan, including the annual tree harvest, and protection strategies
- Oversee the annual canopy maintenance program
- Identify and provide recommendations for all supplementary work required to maintain various green spaces
- Act as a resource on issues regarding municipal beautification, streetscape and landscape development
- Schedule and supervise preventative maintenance work as well as emergency work to machinery and equipment by in-house and/or contracted service providers, in coordination with Fleet Services
- Oversee and direct forestry and horticulture crews and contractors performing tree maintenance tasks, pruning, removals, stumping, planting and emergency response
- Conduct risk management assessments for local and City concerns on potential tree hazards and deciding between City of Kawartha Lakes employees and contractors to complete work needed
- Review site plans and perform site inspections, as required, and provide recommendations for forestry and horticulture needs and long-term planning within parks and open spaces
- Act as a representative with respect to arborist report review and landscape inspections for developers
- Assign duties to address tree issues as they relate to enforcement of property standards practices and by-laws
- Liaise with various volunteer groups in the City i.e. Business Improvement Areas (BIA), Chambers, Horticultural Societies, etc.

- Demonstrate leadership and coordination in assigning work activities as required, ensuring equipment and resources are sufficient to enable successful completion of assignments
- Demonstrate leadership in supporting team members, providing feedback and/or improvement opportunities as needed
- Monitor the contracted resources; Liaise with suppliers and vendors, negotiating prices, quantity and quality according to City purchasing policies and by-laws, and conduct tender and RFP process
- Research, quantify, facilitate and coordinate delivery of training needs to staff
- Manage customer service concerns, investigating, problem solving and responding as appropriate with solutions
- Procure services and goods related to areas of responsibility
- Authorize time off requests, time worked and overtime costs
- Contribute to the development of annual program needs
- Manage stakeholder interactions in the supply and receipt of information, including the analysis and resolution of issues
- Provide data to allow program reporting, decision making and evaluation
- Complete research, analysis of industry trends, and best practices to remain knowledgeable and current in program area of responsibility
- Create and maintain a cohesive team environment to support staff to achieve objectives and program outcomes
