Manager, Customs and Transborder Operations

**Job Summary**
The Manager, Customs and Transborder Operations ensures that all transactional and customs-related issues are resolved for CN to maintain operational fluidity. Furthermore, the role ensures that all regulatory customs changes are properly planned for, tested internally and externally, and implemented with both customs authorities and CN. The incumbent oversees live lift operations, the United States Customs and Border Protection and Customs and Border Patrol Agents inspections, container de-stuffing and restuffing, cargo reconditioning, and the United States Department of Agriculture (USDA) container fumigation. In addition, the role maintains equipment, operating and fumigator certification as well as licensing.
**Main Responsibilities**
Regulatory Requirements and Compliance
- Liaise with Intermodal relating to problem documentation issues, restricted traffic, improperly blocked or restricted commodities and arrange for third party handling
- Collaborate with CN Dangerous Goods and third parties for examination of leaking commodities, improperly placarded containers, and tank cars
- Arrange third-party examinations in ports where Transborder Operations teams are not present
- Work with Intermodal garage to ensure scheduled periodic maintenance is performed timely and ensure often replaced parts are on hand to expedite repairs
- Collaborate with Fleet and Transborder Supervisors to ensure vehicles are maintained on schedule
- Ensure all Trans-Border Operations (TBO) warehouse equipment is maintained on schedule
- Ensure non-destructive testing is completed on equipment required to be tested, chains, boom attachments, and dock plates are done according to CN requirements
- Perform safety audits and ensure corrective action is taken
- Ensure monthly Health and Safety (H&S) meetings are performed as well as attended in person throughout the year
- Validate onsite Supervisors Efficiency Tests being performed
- Work with Transborder Operational staff to resolve customer issues pertaining to holds, releases, charges, and guarantees of payment
- Arrange for local vendors when required and ensure they are compliant with CN requirements
People Management
- Conduct daily reviews with Supervisors to address operational, equipment, and staffing issues efficiently
- Mentor Managers and Assistant Managers
- Build and maintain relationships with the Regulatory teams
- Deliver performance assessments and results to staff and collaborate with Senior Managers and local Managers to craft customized development plans
- Assist local Managers with onboarding new hires
- Conduct mid-year and year-end performance reviews for staff
- Lead or attend weekly Human Resources (HR) meetings with the National Distribution System (NDS), International Bulk System (IBS), and Stellar Human Resources (HR)
- Work with HR to post vacancies as well as local contacts to solicit resumes for open positions
- Interview new hires either in person or remotely
- Process new hires with HR including background checks and drug screening
Processes and Procedures
- Control costs of supplies, repairs, maintenance of items outside of CN Facilities control
- Ensure invoices for work performed and supplies purchased are submitted and approved promptly
- Ensure TBO invoices customers via M2S accurately and timely and that disputes are answered the same day they are received
- Process, review and approve P-card expenses for local managers
- Review and approve vouchers for material, equipment, and repairs for the Ports operations
Working Conditions
The role has standard working conditions in an office environment with a workweek from Monday to Friday. The role requires being available on-call 24/7 to respond to operational issues and work a scheduled weekly on-call rotation. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires occasional travel within North America.

Customs Processes
- Minimum 3 years of experience in North American customs processes and regulations
- Experience leading unionized employees
- Prior experience managing worksites and operations that are safety sensitive including exposure to elements and working around heavy equipment
- Experience in the rail transportation industry*
