Overview:
Under the general direction of the Vice President & Chief Information & Technology Officer, the Director, Major Program Delivery, is responsible for leading all aspects of program management, planning, and execution to ensure successful delivery and achievement of program objectives and outcomes of scope, budget, timelines, and quality. As an experienced project and transformation leader, the Director is responsible for establishing and maintaining the program charter, governance, and roadmaps, ensuring alignment and compliance with these directives.
The Director oversees the Major Program Office (MPO), provides direction and leadership to MPO resources, and implementation teams, and manages the activities of System Integrators (SIs) and Product Vendors. In addition, the Director is responsible for tracking benefits within the program and validating and maintaining the business case.
As an experienced facilitator, the Director is responsible for chairing steering committee meetings and other program working group meetings, ensuring alignment of program members and committees at all levels. The Director provides regular reports and updates to stakeholders and Executives and escalates program risks and issues to the Vice President & Chief Information & Technology Officer and Executive Steering Committee.
**Responsibilities**:
- Act as the highest level of change leader and visible champion for the program at all levels of the organization.
- Establish and maintain close working relationships with key stakeholders, obtaining a commitment to the successful execution of program deliverables and alignment of program objectives.
- Responsible for the validation and maintenance of the business case, including assessing changes to the program impacting the business case.
- Accountable for the tracking of benefits contained within the program and ensuring the overall realization of benefits within the program timeframe.
- Establish, manage, and maintain program charter, project and implementation plans, structure, estimates for the program, program delivery key performance indicators (KPIs), roadmaps and blueprints, budgets, issues, and risk management plans.
- Proactively remove roadblocks, resolve issues escalated by the program manager, and develop plans to overcome potential delays or cost overruns.
- Establish program governance and ensure compliance and adherence to the approved authority levels.
- Oversee and provide direction and leadership to MPO resources, and implementation teams, and manage the activities of System Integrators (SIs) and product vendors.
- Responsible for establishing readiness criteria for systems integrators and vendor engagements from a program delivery perspective.
- Manage risks and issues for the program ensuring risk mitigations and contingency plans are in place and actions are happening as required. Escalate risk and issues to the Executive Steering Committee.
Qualifications:
- Ten years of senior level experience leading complex modernization and transformation programs and projects, including implementation, business process re-engineering, systems integration, and organizational change management.
- Experience managing large-scale, high impact, multi-year programs and senior project managers at a government agency or project environment.
- Degree in Business Administration, Commerce, Computer Science, or related field.
- Project Management Professional (PMP) certification, designation or equivalent.
- In-depth knowledge of information technology management, including hardware and software.
- Knowledge and ability to execute a variety of program and project methodologies, including agile delivery, to ensure program objectives are delivered.
- Supplementary courses related to Project Management i.e. Risk Management, Program Management, and Agile Project Management, are an asset.
- Experience setting up a Program Office is an asset.
- Experience leading projects for financial and insurance system transformations is an asset.
