**Job Summary**
As a member of the integrated services team combining substance use services, housing, employment and educational services, the Assistant Manager, Mental Health and Substance Use Programs for Phoenix Society is accountable for the supervision of therapeutic operations; group and individual counselling; staff supervision and team support; client support; and community relations.

The Phoenix Society is a multi-service agency located in the Lower Mainland of British Columbia dedicated to providing accessible services and opportunities to people who face barriers related to addiction, mental health, housing, education, criminal justice involvement and/or employment. The Assistant Manager, Mental Health and Substance Use Programs takes a lead role in ensuring that the operations of the Mental Health and Substance Use Programs achieve a consistent high quality of services, programing, accountability, security, and infrastructure that meets and exceeds requirements.

Work Performed*
**Operations**
× Work to ensure a safe, well maintained, and healthy building environment
× Identify, monitor, and respond to problematic behaviours to ensure safety and a comfortable environment for residents
× Participate in the team’s planning and implementation of quality improvement projects such as evaluating resident, improving services, and implementing new service strategies
× Effectively coordinate, supervise and is accountable for the daily operations to ensure operational quality requirements and standards of excellence are always maintained
× Oversee and support operations of safety and security systems during the shift and work cooperatively with staff and residents on health and safety issues
× Ensure that residential spaces are used for the purpose for which they were designed. This includes visiting service areas regularly and viewing video camera feeds and tapes during the shift and documenting to logs
× Assist and support transitions into and out of the program
× Liaise with partner agency and respond to inquiries
× Participate in data collection and outcome measurement
× Participate in case management
× Perform other duties as required

Staff Supervision*
× Provide supervision, coaching and assistance to staff in the completion of daily operating tasks and routines in the Mental Health and Substance Use Programs
× Support hiring, orientation, training, supervision and evaluation of new employees, volunteers and practicum students on shift responsibilities and routines
× Motivate staff team to maintain and exceed agency work standards
× Ensure that all documentation for shift tasks, responsibilities and routines are completed
× Schedule staff and oversees the filling of vacancies
× Perform other tasks and duties as required

Counselling*
× Orient new residents to the facility. Verify, authorize and issue resident swipe cards
× Has a working knowledge of population health framework, determinants of health, and biopsychosocial model of addiction, concurrent disorders
× Respond appropriately and effectively to residents who are typically in various stages of change, have difficulty self-regulating and problem solving, and who may have physical, mental, social, legal and financial problems
× Provide helpful information, encouragement, hope for change and for the future. Demonstrate a working knowledge of accepted counselling approaches, i.e., solution-focused therapy, addiction counselling, cognitive re-structuring, behavior therapy, client-centred therapy with the focus on building on the client’s internal capacity and potential to change
× Conduct individual and group counselling sessions
× Explore nature of the client’s problems and their meaning for the client and significant others
× Assist participants in problem solving and decision-making by fostering the participant’s ability to recognize problems and to determine paths of solutions
× Assist the person in examination of attitudes and feelings
× Help the participant mobilize resources to resolve their problems and/or modify attitudes and values
× Build motivation in the person to make positive changes - changes of perception of self, viewpoints of responsibility, willingness to accept responsibility for self
× Help the person recognize, define, and verbalize emotions within the client’s cultural, gender and individual backgrounds

Qualifications*
× Post-secondary diploma (e.g., 2 to 3 years) in psychology, counselling, social work, community services, etc., or equivalent
× 3 to 5 years of clinical experience and working with marginalized populations, substance use services, mental health, corrections, etc., or equivalent
× Current registration with a regulated professional college (BC Association of Clinical Counsellors, Canadian Certified Addiction Counsellor registration, or equivalent) is
× Satisfactory completion of a criminal records check with vulnerable sector scree
