**Main Purpose and Function**

The City Surveyor is responsible for managing the cadastral survey fabric (legal survey boundaries) within the City and all matters related thereto. Reports to the Director, Engineering Projects & Development Services and leads a team of unionized and exempt staff comprised of Engineering Assistants, Survey Assistants and Technicians, and Assistant City Surveyors, this position oversees legal surveys of land in the City and in particular surveys of City-owned real property including all streets, lanes and other Engineering controlled lands, all City-owned capital assets, Property Endowment Fund lands, Parks and social housing sites.

The City Surveyor is also responsible for the day-to-day operations of the Land Survey Branch, manages development and rezoning reviews for the branch, coordinates all matters related to land tenure particularly as related to City streets and provides professional survey services and consulting advice to internal departments and boards and external agencies.

**Specific Duties and Responsibilities**
- Provides strategic direction to the Land Survey Branch and strategic policy advice to senior management, including the development of policy on matters related to land acquisitions (street and lane widening), dispositions of street and lane (closures) and in particular, use of City street and lane for bridges, tunnels and private building encroachments; sets policy in areas related to land tenure
- Develops applicable policy around street and lane dedications pursuant to the Land Title Act and the Vancouver Charter
- Provides leadership and guidance to staff, including hiring, performance management, etc.
- Represents the Engineering Services Department on the Civic Assets Naming Committee and maintains the official Street Name Map and records, thereby providing continuity with a focus on safety and in particular emergency response
- Participates in Development Permit (DP) Staff Committee review and commentary
- Develops Engineering Services’ decisions on matters related to the sale of City-owned land, the purchase of land for civic purposes, acquisition of and/or release of rights-of-way, easements, covenants, encroachment agreements and street and lane closures, including the preparation of reports to Council and Council Committees and the requisite formal resolutions
- Attends Council meetings and meetings of Council Committees offering advice on land tenure matters and responding to enquiries
- Administers, in conjunction with the Assistant City Surveyors, all legal survey services for the City including for Engineering, Legal Services, Planning, Parks, Real Estate Services, Fire & Rescue Services and Risk and Emergency Management
- Administers and controls the maintenance of 3500 integrated survey control monuments including administration of the Active Control System
- Oversees the management of the City’s Geographical Information System (GIS)
- Manages the operating budget for the Land Survey Branch
- Provides consulting services for Legal Services on all forms of documentation related to civic business including encroachments, rights-of-way, air space subdivisions, volumetric parcels and easements, options to purchase, covenants, sale and purchase agreements, formal resolutions and by-laws
- Provides advice and services to the general public regarding encroachments, property line problems, future road and lane acquisitions and options to purchase, including resolution of problems related to boundary disputes and negotiating settlements between the parties
- Other duties/responsibilities as assigned

**Qualifications**

Education and Experience:

- Diploma in Geomatics or a related field and a minimum of 10 years’ experience as a commissioned BC Land Surveyor (BCLS) or an equivalent combination of education and experience
- Experience leading teams in a senior administrative role
- Practicing member of the Association of British Columbia Land Surveyors (ABCLS)
- Experience working within a local government organization is an asset
