Position Overview:
- Acting as a strategic partner, and reporting to the Manager of Organizational Development and Learning, the Talent Development Associate is responsible for the development and continuous improvement of the City of Kitchener’s portfolio of talent programs including leadership and other talent development programs (e.g., succession planning, mentoring) to support employee growth and engagement and strengthen the overall performance of the City’s workforce to fulfill our strategic priorities.***
- Responsibilities:
**Strategies and programs**
- Developing programs that support career development and workforce planning strategies to engage and develop employees and support a robust talent pipeline
- Coordinating the ongoing development of effective succession planning including initiatives that facilitate talent identification, knowledge continuity and developmental tactics
- Overseeing development, curation and implementation of programs and resources that build people leader and management capabilities across all levels (including aspiring leaders) and business areas, including individual assessments of leadership capabilities and developmental needs
- Developing and coordinating performance management programs that support both talent development and organizational performance in a systematic way
- Consulting with internal stakeholders to develop customized development solutions that align with the distinct needs of different functional areas as well as the City’s corporate strategic priorities
- Partnering with other HR staff on workforce planning and the development of strategically aligned competency frameworks related to talent acquisition
- Identifying initiatives/strategies to future-proof the City of Kitchener’s workforce

**Collaboration and partnerships**
- Collaborating with the Learning & Development Specialist and Organizational Development Specialist to integrate the talent portfolio with learning programs and employee engagement initiatives
- Working with the HR Business Analyst to use HR metrics to inform needs analysis and workforce planning strategies
- Working with the HR team and senior management to strengthen the City’s employee value proposition with a talent management lens
- Partnering with equity staff to incorporate equity priorities into programs and to ensure that talent programs are accessible and inclusive of equity-deserving staff, and contribute to diversification of the City’s workforce at all levels

**Research and recommendations**
- Facilitating discussions/workshops with employees and leaders to identify needs and opportunities to improve programs and supports for employees, and work with senior leaders to align programming to strategic priorities
- Leading market research to identify emerging trends and ensure the competitiveness of the City’s talent development programs with an employee value proposition lens
- Analyzing and interpreting data to make evidence-based recommendations to support short and long-term needs
- Researching leadership and applied behavioural science to incorporate insights, best practices and frameworks into developmental approach
- Developing and maintaining professional networks/partnerships to ensure that the City is using best practices and integrating strong facilitators, resources and/or connecting employees to external programs/supports

**Project Management**
- Defining, planning, implementing and managing multiple projects simultaneously, using project management methodology
- Coordinating among multiple internal and external stakeholders through all stages of program development, event planning and implementation
- Communicating effectively with all levels of staff across the organization to gather requirements, conduct needs assessments, and share project updates and outcomes
- Performs other related duties as assigned.

**Requirements**:Education and Experience:
- Hons. Bachelor’s degree in Business or other related field; Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) designation an asset.
- Additional certification in adult learning, facilitation, performance management or project management would be assets.
