In this exciting role as Manager, Early Learning and Child Care Operations, you will be accountable for operational leadership and support to provincial teams responsible for the Child Care Subsidy program and Licensing Services to regulated early learning and child care operators. You will support the achievement of departmental and government priorities, and ensure work of the Operations team is integrated within the broader work of the division.
**Primary Accountabilities**:
As the Manager, ELCC Operations, you will:
- Foster a culture of service excellence and a commitment to idea generation, innovation and continuous quality improvement with respect to operational processes within the division and branch;
- Ensure departmental policies, with respect to program delivery and procedures, are adhered to in an efficient and productive manner;
- Ensure staff compliance with the responsibilities, legislation, policies, and procedures by continuous monitoring of operations and staff performance;
- Ensure the effective use of resources by setting and evaluating team performance targets;
- Develop, review, and validate Standard Operating Procedures;
- Resolve issues, identify trends, and use data to inform decision making;
- Oversee the implementation of new programs, policies and procedures;
- Work to resolve client service issues as they are elevated from front-line staff;
- Develop and maintain positive relationships with key partners, ensuring a keen understanding of the needs of individuals seeking assistance with the costs of child care and those delivering early learning and child care programs; and
- Identify innovative ways to strengthen programs, programs, policies and procedures.
**Qualifications and Experience**:
To be successful in this role, you will have:
- A bachelor’s degree and five years of related experience. An equivalent combination of training and experience may be considered;
- Significant experience providing interpretation of policies, procedures, and directives, setting and monitoring service process standards, and consistently ensuring program compliance;
- Demonstrated experience taking client centred approaches to program improvement and resolving complex situations;
- A high degree of problem-solving skills to introduce, promote, and implement new ideas and resolve conflicts and concerns as they arise;
- Excellent verbal and written communication skills, time management and organizational skills, and the ability to build and maintain effective relationships with internal and external partners.
Assets considered for this position:
- Working knowledge of programs and services offered by the Early Learning and Child Care Branch, Department of Education and Early Childhood Development, and current legislation, regulations, and policies.

**Working Conditions**:
- Have a valid Nova Scotia driver’s license.
- Work in a comfortable office setting.
- Periodic travel to other locations within the province may be required.
- Your normal work week is 35 hours/week, 7 hours/day.
