- **Community Planner** to join the multi-disciplinary Strategic Planning and Design team within Parks & Recreation. Reporting to the Policy Planning Coordinator, the Community Planner provides advanced level professional services in the development of parks and recreation policy matters, including those contained within statutory plans such as the Regional Plan and secondary community planning strategies; Council priority plans such as the Halifax Green Network Plan and Community Facilities Master Plan 2; the Parks By-law; and recreation strategies such as the HRM Aquatic Strategy.

**Education and Experience**:

- University degree in urban and regional planning, geography, recreation, or related discipline
- Membership or membership eligibility in a related professional association
- Minimum three years' experience in urban and regional planning, geography, recreation, or related field
- Valid NS driver’s license

**Technical / Job Specific Knowledge and Abilities**:

- Knowledge of the philosophies, principles, and practices associated with community planning, environmental planning, and parks and recreation planning, including cross-functional knowledge of other disciplines
- Knowledge of current planning trends, residential and community development patterns, environmental conditions, and recreation trends
- Experience in park and facility development planning processes
- Ability to work on several projects or issues simultaneously, to mentor teams and lead projects
- Ability to manage projects effectively and meet firm deadlines
- Advanced skills in the techniques of facilitation, mediation, negotiation, and public participation
- Superior written and verbal communications skills and skills in the areas of research, analysis, writing, evaluation, and presentation
- Experience in developing and interpreting demographic profiles, trends, and user data
- Ability to lead stakeholder and public engagement through a variety of formats
- Ability to anticipate the issues of community groups, Council, other business units, senior management, special interest groups and other stakeholders and be able to think critically and strategically in the resolution of those issues
- Excellent interpersonal skills which enable credible and effective relationships with people at all levels, including senior management and elected officials
- A broad knowledge of the legislative framework under which community planning law operates and the ability to interpret and draft by-laws and contracts which affect the rights of landowners, neighborhoods, and communities
