**Job Summary**:
Reporting to the Manager of By-Law Enforcement & Regulatory Services with guidance from the Division Management team, the By-Law Enforcement & Regulatory Services Clerk is responsible for providing clerical support to the By-law Enforcement & Regulatory Services Division within the Corporate Services Commission. The position is responsible for maintaining the monthly division schedule, preparing invoices, processing exemptions, facilitating onboarding of new staff, distributing notifications and orders, keeping accurate records and maintaining a variety of filing systems and running reports. As a strong communicator with exceptional client service skills the By-Law Services Division Clerk is also responsible for liaising with and responding to inquiries from the public and other staff members, while fostering a positive, professional and welcoming environment.
**Job Duties**:
- Maintain the monthly Division Schedule for all full and part time Municipal Law Enforcement Officers, and ensure that there is appropriate coverage for sick time, vacation, etc.
- Prepare staff pay adjustment forms - as needed.
- Coordinate fleet repairs.
- Update by-law set-fines as needed.
- Prepare invoices for payment, seeking management approval in accordance with established policies, create PO’s when needed, follow-up on outstanding invoices, check Cayenta for account balances.
- Respond to general by-law inquiries from the public, and City staff.
- Process Noise exemptions in accordance with the Noise By-law and in consultation with the Manager of By-law Enforcement and Regulatory Services.
- Set-up new user accounts with ITS when a new Division employee is hired, address all hardware issues and complete all acquisition request forms.
- Assign Bylaw Fence Exemptions and Bylaw Fire Notifications - respond to Fire Prevention and Building notifications - creating Rooming Houses Zoning Folders in AMANDA for Officer’s investigation.
- Ensure Office has sufficient inventory of supplies for Officers and leadership as appropriate. Order additional and replacement supplies in accordance with direction and within Policy.
- Set-up and maintenance of information in AMANDA and run various reports as needed for Division Management Team, etc.
- Maintain filing system; control and maintain documentation for Division; ongoing preparation of all in-house equipment inventory reports for the Division to assist with tracking.
- Action property tax transfers - prepare a list of unpaid service fee invoices and unpaid invoices for work carried out on property for non
- compliance and liaise with Finance for a transfer of debt to property tax roll.
- Schedule meetings on behalf of the Division Management Team, take minutes, and provide to Manager for approval. Maintain a list of outstanding action items for the Division Management Team.
- Schedule staff training based on direction from Division Management Team.
- Assist Parking Administration staff as required.
- Assist in the monitoring of the Divisions portal/website content and social media messages.
- Other duties as assigned in support of the department.
**Job Requirements**:
- College Diploma in Business Administration, Public Administration, Law Enforcement, Municipal Law Enforcement Certificate or a related discipline.
- Minimum one year's experience in a relevant position including implementing administrative policies and procedures to sustain an operational unit.
- Experience coordinating and developing schedules for both full time and part time staff in a large department.
- Experience preparing invoices and in maintaining a filing system.
- Proficient computer skills including Microsoft Office, Excel, and AMANDA.
- Demonstrated experience and knowledge of Epic, and Cayenta programs is preferred.
