The Open City & Technology Branch enables Information Technology (IT) required by the City of Edmonton to deliver services. Within this Branch, the Technology Project Management (PMO) section is a key contributor to achieving the outcomes of the City’s Business Technology Strategy and delivers technology projects that improve the lives of Edmontonians.

As an IT Business Analyst, you will elicit and analyze business requirements, develop to specify effective business processes, and help deliver new technology products or improvements to existing solutions. This position collaborates with stakeholders at all levels for strategic analysis, business requirements specification, solution testing, and transition to operations. The IT Business Analyst position will work in both traditional/waterfall and adaptive/iterative project environments.

The IT Business Analyst fulfills the following responsibilities for the delivery of technical solutions:

- Strategic Transition Plans: Identify gaps between the current & future states, and outline strategies that will enable business users to achieve their desired future state
- Requirements Management: Perform business requirement elicitation, analysis, validation, and documentation for technology initiatives
- Conceptual / Functional Design: Translate business needs, processes, and requirements for technical resources so that the solution can be developed & configured to meet business needs
- Test and Defect Management: Facilitate test cycles & manage defect resolution with the technical team and/or vendors. Lead business users through user acceptance testing, defect identification & reporting, and defect resolution. Obtain business acceptance of the solution to enable implementation in a production environment. Facilitate warranty support after go-live, as required
- Agile Business Analysis: Document user stories and associated acceptance criteria. Evaluate, prioritize, and balance competing user requirements. Refine backlog items in preparation for development. Support product owners in making informed decisions on product evolution
- Qualifications:

- University degree in Information Technology (IT), Computing Science, or a related field and 4 years of experience in business analysis and business process management in an IT environment OR
- Post secondary diploma in IT, Computing Science, or a related field and 5 years of experience in business analysis and business process management in an IT environment OR
- Certificate in IT, Computing Science, or a related field and 7 years of experience in business analysis and business process management in an IT environment
- Certification in business analysis (e.g., CBAP Certification from the International Institute of Business Analysis) would be considered an asset
- Certification or training in Agile and Scrum would be considered an asset
- Demonstrated experience in core business analysis functions, including stakeholder analysis, process mapping, conducting workshops, requirements management & prioritization, documentation, and defect management
- Demonstrated experience with quality management, including systems testing and user acceptance testing facilitation
- Knowledge and experience in validating data, creating processes, and workflow modelling
- Ability to build effective working client relationships across all levels of the corporation and with key stakeholders to provide consultation and advice when needed
- Highly developed public speaking and communication skills, including oral and written techniques to conduct presentations and facilitate workshops
- Strong interpersonal skills to help negotiate priorities and to resolve conflicts among project stakeholders (such as customers, business management, and technical staff)
- Excellent analytical skills with knowledge of root cause analysis, for critically evaluating and distilling information from multiple sources
- Strong organizational skills, including the ability to plan, prioritize, schedule, and execute work assignments
- Expert knowledge of the Google Apps suite of productivity tools
