**Position Summary**:
Are you a strategic HR professional with a passion for shaping organizational culture and driving impactful programs? We are seeking a dynamic and experienced Manager, HR Policy & Programs to join our team. In this key leadership role, you will provide strategy development, guidance, and oversight to Strathcona County’s job evaluation, diversity and inclusion, disability management, and well-being programs and team members.

As the Manager, HR Policy & Programs, your role is pivotal in overseeing the comprehensive HR policy framework, providing functional leadership to HR Business Partners and HR Operations and Talent Acquisition to ensure effective and consistent implementation of HR policies and programs. Your expertise will be instrumental in shaping and upholding our HR standards, fostering a cohesive and effective approach to human resources management.

**Responsibilities**:

- Lead the strategic development, review, and maintenance of all Human Resource Council policies, directives, and HR guidelines within the HR framework
- Facilitate consultation processes and lead the implementation of changes through HRBPs and HR Operations
- Manage the diversity and inclusion program, identifying opportunities and strategic connections to embed a diversity and inclusion “way of being” into the County’s corporate culture
- Lead the development, design, delivery and maintenance of Strathcona County’s job evaluation program and organizational design initiatives
- Oversee and guide the effective development and implementation of well-being programs, such as peer support and corporate wellness committee to ensure programs are integrated throughout departments and add value
- Oversee and guide the development, maintenance, and delivery of the disability management program, including third-party contracts, short and long-term disability, workers compensation board, Alcohol and drug program, and performance management and safety issues
- Manage and coordinate enterprise-wide emergent projects, collaborating with stakeholders and developing comprehensive project plans ensuring deliverables are identified and aligned with the strategic goals
- Conduct research and develop recommendations for consideration by the Senior Leadership Executive teams to continually advance HR policies, programs, and initiatives
- Provide coaching and mentorship to the Human Resources team to build workable, proactive strategies and workplace solutions to all manner of initiatives, conflicts and issues

**Qualifications and Skills**
- Bachelor’s degree with a focus in Human Resources Management or a related area
- Minimum 10 years of directly related progressive work experience including a combination of HR Operations, advising senior leadership, policy development, diversity and inclusion, disability management, and job evaluation, with a minimum of 3 years senior leadership experience
- Public sector experience working with multiple employee groups (unionized and non-unionized) preferred
- Experience researching, drafting, and maintaining HR policies, guidelines, workplace practices and processes
- Extensive knowledge of human resource management both from a theoretical and practical perspective, including areas of policy, classification, well-being, and diversity and inclusion
- Knowledge of employment related legislation, contract interpretation and contract management
