Geospatial Analyst

The Geospatial Analyst will provide GIS technical expertise and support while being responsible for contributing to the management and maintenance of Strathcona County’s Enterprise Geographic Information System.
In addition, the Geospatial Analyst will provide input to the County’s Enterprise GIS Portfolio and is responsible for providing GIS technology services and support to County departments, staff, citizens, and businesses in a timely and customer focused manner. This position is also responsible for providing leadership and technical guidance to County departments' GIS staff and assisting in the effort to increase the GIS fluency at the County and the use of geospatial technology.
**Responsibilities**:
- Implement Geospatial projects and assist with the translation of business requirements into system technical and geospatial data requirements
- Coordinate system and geospatial data testing including writing and executing test plans; maintain data quality efforts; facilitate implementation efforts
- Complete project documentation through project completion/closeout phase
- Assist client departments in maximizing the County’s investment in Geospatial technology, coordinating end-user training, preparing documentation, troubleshooting, and support
- Identify new services or service improvements that better respond to the evolving needs of the business
- Assist with the delivery of the Enterprise GIS strategic and operational plans
- and long-term solutions
- Act as a leader and mentor to departmental GIS Technicians and Specialists and departmental GIS users
- Provide on-call, first level support to the Emergency Operations Centre - providing spatial analysis, creating specialized maps and relevant spatial databases prior to, during, and after an emergency is declared.
**Qualifications and Skills**
- A University Degree in GIS with five (5) years related experience; or
- A University Degree in Geography (or a related field) with a postgraduate diploma in GIS alongside five (5) years related experience; or
- A diploma in GIS with seven (7) years direct GIS experience
- Strong understanding of GIS principles and practices including cartography, analytics, GIS database administration and troubleshooting skills
- GISP Certification or ESRI Certification would be considered an asset
- Municipal government experience including knowledge of the FOIP Act is an asset
- Intermediate level knowledge and proficiency with ESRI ArcGIS for Server, ArcGIS Pro Suite, Microsoft SQL Server, and related GIS software/hardware
- Intermediate level knowledge and proficiency with Web GIS / Web Mapping platforms including ArcGIS Online, ArcGIS for Enterprise (including Portal), and Geocortex Essentials
- Intermediate level knowledge and proficiency spatial database administration principles, ‘extract translate & load’ (ETL) principals and strong understanding and competency of ETL software (Safe Software’s FME)
- Experience developing Python scripts and geo-processing tools for ESRI ArcGIS Server
- Working knowledge of SQL query, database scripting, database structures, & data modeling techniques
- Experience working with the following programming languages and technologies; Java, C#, Visual Basic, JavaScript, Silverlight, Flex, ADO.NET, ODBC, ASP.NET, ASP, HTML, CSS, XML, KML, JSP, Python, AJAX, SOA/REST Web Services, JSON, Microsoft IIS, Apache, Citrix, & VMware
- Solid technical foundation encompassing logical and analytical thinking; demonstrated ability to investigate, design and implement solutions in the field of Geospatial technology
- Knowledge of Project Management principles and procedures is required
- Solid business acumen; capacity to fully analyze departmental operations and objectives, understanding the problems and identifying potential improvements
- Strong writing skills to produce professional-quality communication material suited to its purpose and audience; ability to develop and present formal/informal recommendations
