Wage $29.97 - $31.09 hourly (2023)

Reports To Manager, Water and Wastewater

Department Public Works

Location Environmental Services

Hours Normal working hours are 40 hours per week

Other General office environment with travel throughout the City of Kawartha Lakes in accordance with job requirements; may be

required to work day, afternoon, evening or weekend hours

**Specific to this role**:

- Ensure water and wastewater operations meet compliance with all applicable legislation, including coordination of water sample reports, compliance inspections and risk assessments as it relates to municipal water and wastewater treatment facilities, water distribution and wastewater collection systems, and Community Well facilities
- Generate annual reports, adverse reports and respond to Compliance Inspection Reports for water and wastewater treatment facilities and Community Well facilities
- Maintain facility operations and maintenance manuals
- Provide coordination and oversee work of external contractors for maintenance and service contracts and consultants regarding capital and operating projects
- Assist with coordination of plant activities, plant inspections, maintenance, sampling and laboratory duties as may be assigned from time to time
- Attend and participate in Educational and Outreach programs
- Maintain City bulk water stations
- Oversee SCADA System management, installation, programming and implementation of hardware and systems and provision of ongoing support to the SCADA Systems, ensuring work is consistent with SCADA standards
- Perform other related duties as assigned

- Manage stakeholder interactions in the supply and receipt information, analysis and resolution of issues
- Partner with internal process or program owners to share program objectives, analyze gaps, provide advice on actions to be incorporated into corporate directives, policies, guidelines, by-laws, and/or Council Policies
- Manage customer service concerns, investigating, problem solving and responding as appropriate
- Maintain documentation and or databases and corporate records in accordance with policy and divisional practice; consider legislative municipal requirements such as MFIPPA
- Provide data to allow reporting and decision making
- Procure services and goods related to areas of responsibility
- Contribute to the development of annual program needs

**Skills/Education Required**
- Post-secondary diploma in Environmental Studies or a related field
- Minimum 3 years of related progressive experience in water and wastewater operations, compliance and project management, preferably in a municipal environment
- Must have or be eligible for the OACETT designation (Ontario Association of Certified Technicians and Technologies); CET designation is preferred in an environmental discipline
- Background knowledge of wells, treatment process technology, hydrogeology, chemistry, water analytical procedures, SCADA operating systems, PLC/RTU systems, and laboratory experience
- Sound working knowledge of applicable legislation to include SDWA, (O. Regulation 170/03), OWRA, CWA, OHSA and EPA regulations that pertain to water and wastewater operations
- Effective oral communication and strong interpersonal skills; Excellent written communication skills; attention to detail and accuracy
- Demonstrated customer service skills at a level to develop and maintain cooperative/collaborative working relationships both within and outside the organization
- Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with mínimal supervision
- Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures
- Demonstrated proficiency in Microsoft Office, the internet and any other related software
- Possess and maintain a valid Ontario Class “G” Driver’s Licence or the ability to attend to frequently to work related activities at various sites within the municipality or at other sites within Ontario
- Possess and maintain the absence of a Criminal Record. Upon a conditional offer of employment, a Criminal Record Check will be required
