**I. POSITION OVERVIEW**

Isuarsivik Regional Recovery Centre acts as an addiction recovery centre for the 14 communities of Nunavik in northern Quebec. The centre offers an 8-week in-house program as well as a variety of continued care services including individual, couple, and family meetings, community support group activities as well as recovery sessions directly on the land.

In this context, the Human Resources (HR) Director plays a crucial role in providing expertise and services to Isuarsivik in the following functional areas:

- Employee and labour relations.
- Recruitment and selection.
- Compensation.
- Human resources information management.
- Mediation and arbitration.
- Staff orientation.
- Occupational health and safety.
- Education, training, and development for frontline staff and management.
- Human resources planning.

**II. PURPOSE OF POSITION**

Under the direction of the Executive Director, the HR Director is responsible for ensuring the policies, standards and procedures related to human resources functions are maintained, applied, and communicated by the entire organization. The HR Director leads the development of operational workforce plans and appropriate staffing strategies including conflict resolution and succession planning.

**III. ESSENTIAL DUTIES AND RESPONSIBILITIES**
- Create employee engagement plans, including budget approvals and management oversite.
- Create, execute, and enforce company policies and practices.
- Provide support to the Learning and Development Specialist in the areas of performance management, career development, and capability development.
- Approve and implement various policies and procedures to improve the department and the organization’s efficiency.
- Develop official internal documents such as offer letters, appointment letters, salary adjustments, leave of absences, and warning/termination letters.
- Create company policies that will encourage a healthy work environment.
- Supervise the HR team and ensure the goals set are met.
- Create and amend the employee handbook.
- Address complaints and resolve them by implementing innovative solutions.
- Oversee the recruitment and hiring process of new employees.
- Oversee HR metrics and document the observations for future policy making reference.
- Support and provide recommendations for action on disciplinary situations and support terminations involving dismissals of employees.
- Monitor and verify operational workforce planning issues, data, requests and reports to support business priorities.
- Develop a recruitment plan according to operational and services need.
- Strategic contributor to Executive Management department on sensitive matters.
- Provide recommendations for continuous improvement of HR process and offer strategies to close current or expected gaps.
- Provide consultation on organizational design and change management initiatives that position the organization for growth, improve operational effectiveness and maintain a high
- performing, diverse, and engaged workforce.
- Provide HR guidance on all employee relations ensuring consistency with respect for the individual, performance management practice, documentation, and legislative requirements.
- Provide guidance on workforce planning, business unit realignment, and succession planning to drive organizational health ensuring changes are applied appropriately and in a legally compliant manner.
- Provide leadership and resolution of complex employee relations issues by carrying out thorough and objective investigations, and providing HR policy interpretation and guidance.
- Develop and deploy various performance appraisal framework ensuring integrity in the process.
- Work closely with all directors and managers to build effective and efficient structures, roles, and ways of working as a department.
- Ensures compliance with all provincial and federal labour law requirements.
- Takes lead in making sure safety plans and procedures are implemented and followed.

- Participate in a high performing HR team by holding self and team members accountable to performance goals, standards, and execution on agreed

**IV. QUALIFICATIONS**

**Education**:

- Degree in Human Resources Management or Degree in

Business Administration or Commerce with major in Human

Resources Management.
- SHRM, CHRL, or PRM certification is considered an asset.
- A professional human resource designation (CHRL).
- Certified Human Resources Professional (CHRP) certification through the Human Resources Professional Association
