**Summary**:
LINK 427 General Partnership is a joint venture responsible for designing, building, financing and operating/maintaining the 427 Expansion project. With the construction portion of the project recently completed, LINK 427 will provide Operations, Maintenance and Rehabilitation services for the next 27 years to the newly constructed 427 Expansion Project from Finch Ave. to Major Mackenzie Dr.

**What Does a Patrol Foreperson Do?**

The Patrol Foreman will work with the Operations Manager, field maintenance staff and subcontractors to ensure complete compliance with the LINK427 Project Agreement and Ministry of Transportation. Responsibilities include organizing, scheduling & performing all maintenance operations, along with Quality control inspections through regular patrols and site visits.

**As a Patrol Foreperson, You Will**:

- Organize day-to-day operations, weekly, monthly tasks - schedule staff accordingly & perform a variety of maintenance operations and rehabilitation on site
- Make repairs on the highway including but not limited to pothole patching, signage repair, guiderail repair, vegetation removal etc.)
- Operate heavy equipment, along with small power tools applicable to highway maintenance
- Provide oversight and monitor sub-contractors to ensure cost control & contractual obligations are being met
- Work co-operatively with the Operations Manager to resolve and develop strategies for issues
- Complete, review and approve daily diaries, time sheets, fuel logs, and all other documents for completion and accuracy
- Provide leadership to operators and patrollers, as the lead on each task/operation
- Respond to inquiries from the general public, external agencies; assist in the investigation of the inquiry
- Liaise with the MTO when required
- Ensure Tailgate Talks, Job Hazard Analysis & Traffic Control Plans are developed and reviewed
- Initiate and review operations with staff on regular intervals to ensure awareness of safe operating policies and best practices
- Create Traffic Protection Plans in accordance to OTM Book 7
- Responds to emergencies such as spills, accidents, inclement weather, and implements the emergency as required
- Communicate with authorities at emergency scenes
- Police, Fire etc. and liaise with MTO to assess the need for additional resources
- May be required to take photographs of lane closures, general operations, signage etc.
- Review traffic control, set up and take down of OTM Book 7 traffic closures
- Familiarize with performance requirements in the LINK427 Project Agreement
- Perform inspections and Quality Control measures to ensure that the jobs meet and/or exceed the specifications outlined in the Area Maintenance Contract and ensure appropriate documentation is completed
- Provides accurate estimates to the Operations Manager
- Administrative duties, bi-weekly submissions to MTO
- Submit closure notification permits, locate requests
- Respond to calls after hours
- Other duties as assigned

**What You’ll Bring**:

- Class D commercial license with air brake endorsement (Z) is required
- A High School Diploma is required. 3+ year’s leadership experience in delegating tasks, training and meeting deadlines in a fast-paced environment
- Experience in Highway Maintenance Operations, repairs and associated inspections
- Experience in snow and ice control, emergency response, winter patrol and /or knowledge of OTM Book 7 are strong assets
- Knowledge of highway maintenance, acts and legislations preferred
- Ability to build and manage a highly functional team
- Leadership skills: ability to supervise, assist, and train a team and delegate tasks effectively
- Customer service: effectively communicate with various stakeholders (MTO, general public) and attend to their concerns with utmost sense of urgency
- Flexibility and organizational skills; multitask and manage time in a fast-paced environment with rapidly shifting priorities
- Problem solving skills and decision-making skills
- Intermediate computer skills in MS Office to manage the reporting requirements of this role, along with ability to operate software relating to asset management, weather navigation and equipment data
- Effective communication skills (both written and verbal) to accurately document and review daily activities, reports, and present tailgate talks etc.
- Willingness to work assigned day, night and weekend shifts and remain on call after hours
