Fiscal Analyst/auditor

This position is an integral part of the Health PEI Finance Team and assists the Director of Planning, Analysis and Audit with the operation of financial systems and the monitoring and reporting on the financial information of Health PEI.
**Duties will include**:
- providing financial support and advice to Health PEI program directors/managers relating to assigned programs/projects;
- providing advice and support to Directors/Managers regarding governmental, departmental and crown agency financial and administrative policies, legislation and regulations;
- providing advice and assistance to staff/management in budgetary process and Treasury Board/Executive Council submission processes within the Health PEI Operations Division and in assigned program areas;
- analyse budget proposals and forecast information (submissions) with respect to assigned program/project areas;
- providing support and leadership to task teams whose mandate includes assessing identified policy issues and developing reasonable options for policy and/or program delivery changes;
- analyse project proposals in the context of financial, administrative and policy implications given existing policies, legislation and regulations; formulating conclusions and developing potential options complete with cost comparisons and projections; providing advice re preferred courses of action;
- analysis of program expenditure trends as well as conducting research and analysing programs on a provincial wide and/or national basis;
- researching and preparing responses to inquiries from a variety of internal and external sources related to financial administration, audit observations and expenditure trends;
- planning, executing and reporting the audits of Health PEI programs at the direction of the Director of Planning, Evaluation and Audit in consultation with the specific program manager;
- assisting in the development and maintenance of systems and processes to ensure financial accountability in departmental expenditure control and revenue collection;
- representing the Health PEI Operations Division on project teams and in the consultation process with other Divisions in a cooperative and professional manner;
- other duties as required.
**Minimum Qualifications**:
- Applicants must have a university degree in a related discipline and a professional accounting designation supplemented by considerable financial analysis experience, preferably within a large multi-faceted organization.
- Demonstrated equivalencies will be considered.
- Experience and knowledge in the collection and analysis of financial information, budgeting, internal audit & financial planning as well as knowledge of the collective agreements, Oracle Financial System, Excel, and PeopleSoft is required.
- Applicants should have a sound knowledge of the PEI Health System.
- Applicants must have proven interpersonal, leadership, organizational skills and strong communication skills.
- The successful applicant must have a good previous work and attendance record.
**Other Qualifications**:
- Training in health economics would be an asset.
- Experience in preparation of Treasury Board and Executive Council submissions would be an asset.
- External audit experience would be an asset.
- Additional relevant education and experience would be an asset.
- The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment.
**Successful applicants are expected to complete the term of temporary assignment unless appointed to a permanent position.**
**Salary Range**: $44.82 - $56.00 per hour (Level 22 - Excluded)
**Bi-Weekly Hours**: 75.0 hours bi-weekly / Days, Monday to Friday
