**Environmental Specialist (Continuous)**

**Engineering & Public Works Department**

**POSITION FUNCTION**

Act as the Subject Matter Expert/Qualified Professional in the coordination and oversight of regulatory and environmental policies and programs to support the operations of Underground Utilities and Public Works Sections and ensure the Department’s advancement of sustainability initiatives such as waste diversion, and emissions reduction.

**KEY DUTIES**

Specific duties may include, but are not limited to:

- Advising Underground Utilities Operations and Public Works Sections on procedures and requirements related to excess soil management, erosion and sediment control practices, chemical handling and storage within the PW Yard and on jobsites, waste stream management, spill response and reporting and others.
- Selecting, contracting and managing consultants, as/when required, to assist with environmental scope of work, as appropriate during all project phases.
- Strategically advising project teams on internal recommendation documents, including budget requests, contract requests, alternatives evaluations, business cases, and overall environmental strategy.
- Writing or leading development of project environmental requirements, including appropriately scaled assessments of all potential environmental considerations of the project.
- Acquiring all environmental regulatory permits, including liaising with regulators as required, and advising project teams on environmental requirements and potential conditions of regulatory approvals.
- Ensuring that project work is consistent with Environment department policies and processes.
- Liaise with the Capital Regional District, Underground Utilities Operations and Engineering on maintenance of drinking water quality and implementation of any specific Utility programs or initiatives.
- Pro-actively managing own time to prioritize and oversee project environmental risks across an array of projects at various stages of planning or implementation.
- Other Environmental related duties as required or as assigned by your manager.

**INDEPENDENCE**
- Work is generated by annual objectives and goals and reviewed through reports to Manager.
- Work is reviewed by Manager through monthly meetings and reports and as required.
- Issues such as staffing matters, deviations from departmental policy, schedule changes, and budgetary items are discussed with Manager with recommendations.

**Work Environment**:

- Office and field.
- Work in confined spaces where preventive measures must be taken to avoid exposure to gas and fumes. (rare)
- Work in close proximity to moving traffic. (often)
- Conduct site inspections of crews and premises. (often)

**KEY SKILLS AND ABILITIES**
- Well developed communication, facilitation, negotiation and interpersonal skills for interactions with operational crews, internal leadership, the public, external stakeholders and regulators.
- Advanced planning, organizational, analytical and problem-solving skills.
- Read and interpret engineering drawings, standards and codes.
- Understanding of municipal operations including wastewater collection, drinking water distribution, street cleaning, paving, concrete maintenance, road markings, fleet management and maintenance.
- Knowledge of relevant legislation including the B.C. Environmental Management Act, Contaminated Sites Regulation, Hazardous Waste Regulation, Municipal Wastewater and Drinking Water Regulations.
- Maintain accurate records.
- Work safely on job sites.

**QUALIFICATIONS**

**Formal Education, Training and Occupational Certification**:

- University Degree in Environmental Science, Engineering, Geoscience or a related discipline
- Appropriate professional designation in British Columbia (e.g. R.P.Bio, P.Ag, P.Eng, P.Chem, P. Geol.)
- Project management courses and certification will be considered an asset.
- Current and valid Class 5 B.C. Driver's License.

**Experience**:

- 6 years of related experience in progressively more responsible positions in the environmental field including contract administration and project management.
- or an equivalent combination of education and experience

**OTHER**:
May be requested to substitute in a more senior position.

**Work schedule: Monday to Friday, (35 hour work week)**

**$59.58 per hour, Pay Grade 19 (under review)**
