**ROLE SUMMARY**

The Shared IT Procurement Lead is a key component to the success of SRNet’s shared IT procurement program. As a large, province-wide shared service for both K-12 and post-secondary SRNet members, this individual will be the focal point for the identification, planning, coordination, and execution of shared IT procurement projects. The Procurement Lead is responsible for managing a diverse array of procurement projects as well as relationships with external stakeholders. The individual also ensures that projects progress on time, in scope, and that resources from the SRNet membership are allocated appropriately to accomplish project goals.

**ROLE SPECIFICS**
- Collaborate with stakeholders to develop procurement implementation approaches, scopes and directions
- Collaborate with stakeholders to develop a detailed work schedule that includes: tasks, resourcing, effort level, durations, and dependencies
- Create project charters, statements of work, sourcing documentation, master service and vendor services management agreements, and business cases/requirements documents
- Create regular status reports, track, monitor and deal with action items
- Identify, research, facilitate and implement Professional Development & Training opportunities for SRNet members
- Ensure that project tasks/deliverables adhere to the approved Statement of Work and Project Plan
- Scope Management, keeping resources on task, within scope and monitoring/preventing scope creep
- Develop, monitor/control and execute project plans and coordinate timely execution of major milestones, approvals, sign-offs and implementation
- Document and present recommendations to SRNet’s Executive and external stakeholders
- Develop strategy documentation and plans for future shared IT initiatives, provide high level plans and feasibility studies to management
- Track and report on key performance metrics. Analyze the data to identify key issues, trends, and observations for the attention of management

**PROCUREMENT DELIVERY LIFECYCLE SPECIFICS**

Lead and manage shared procurement initiatives for SRNet members from opportunity identification through to contracting**.**

**Opportunity Identification**
- Investigate what services are consumed by educational institutions in other jurisdictions
- Solicit feedback on SRNet member technology and budgetary issues, as well as identified service needs
- Conduct market, cost benefit and risk analyses for IT hardware, licensing, software and services opportunity identification
- Identify industry trends in areas of IT hardware, licensing, software, and services
- Develop business cases and make recommendations for strategic procurement opportunities

**Service Design and Development**
- Development of project plans with a clearly identified technical scope, requirement gathering approaches, deliverables, schedule, resources, and risk mitigation strategy
- Ensure adequate member opt in to procurement initiatives via communication and relationship building/stakeholder management
- Ensure adequate member engagement in service development
- Develop sourcing documentation for open, competitive bidding
- Review contractual documentation, and vendor submissions, ensuring compliance with SRNet objectives
- Identify and make suggestions for vulnerability points in contractual documentation provided to SRNet or on behalf of SRNet
- Develop new contractual documentation and language where required

**Service Provider Acquisition**
- Develop and maintain business, legal and contractual aspects of acquisitions;
- Coordinate and lead service evaluation and selection process of service providers;
- Negotiate master agreements with the vendor on behalf of participating SRNet members;
- Provide debriefing to unsuccessful proponents (as required).

The position expects that decisions are made with the project’s and program’s goals in mind, and with consultation with SRNet leadership as required. Taking initiative and being proactive is a must.

**Management**:
Effective management of all project aspects, from project initiation to operations is required from the Procurement Lead. This includes managing of project resources, timelines and assigning responsibilities to team members. Furthermore, it requires management of the project scope by ensuring any changes are documented and clearly communicated to management, team members and stakeholders.

**Relationship Development Requirements**:
Maintain and develop strong and productive working relationships with SRNet members, vendors, and collaborators.

**Initiative**:
