**Main Purpose & Function**

The Asset Management Analyst is responsible for the oversight of the Technology Services department’s spend on hardware and software assets. Software asset management activities include oversight of acquisition, annual maintenance, subscriptions, renewals, as well as assisting in the negotiation of new and renewed multi-year software agreements. Hardware asset management activities include oversight of net new acquisition and lifecycle replacement of most Technology Services related hardware (network, data centre, and endpoint). Asset management analysis activities include spend forecasts, trend analyses, understanding of industry best practices, and providing guidance to the City’s technology leadership team to ensure the City’s technology spend achieves best value for dollar, and is well understood. Duties also include the creation and continuous improvement of procedures related to City’s technology assets including acquisition, lifecycle replacement, and disposition. As part of this, the position makes decisions that may impact financial and operational areas as well as staffing workloads, working conditions, and changes in position or staffing levels.

**Specific Duties & Responsibilities**
- Develop and implement processes and procedures for tracking and analyzing technical and financial data of company software and Technology Services (TS) related services and hardware from acquisition through to retirement.
- Recommend licensing and subscription strategies for software which include: spend forecasts, how resulting capital and operating costs are allocated within the City, and achieve best value for dollar.
- In concert with TS leadership, Supply Chain Management (SCM), City Legal Services, as well as industry vendors, value added resellers (VARs) and channel providers, develop (structure and negotiate) multi-year enterprise software agreements that: achieve best value for dollar, price protection, spend predictability and align with TS technology strategy.
- Responsible for understanding and communicating applicable terms and conditions of software agreements to technical staff to ensure on-going compliance and audit readiness
- Conduct and report software asset reconciliation and audit activities (both proactively and reactively) on a timely basis, including financial, licensing, warranty, and maintenance/support contract information.
- Track software and hardware costs to determine ROI (return on investment) and TCO (total cost of ownership) throughout product lifecycle.
- Provide hardware and software purchasing recommendations that support business goals, in collaboration with senior management and stakeholders.
- As a senior member of the Workforce Standards Board, develop hardware and software standards that achieve cost, administrative and support efficiencies, as well as comply with cybersecurity, personal identifiable information (PIA), and health and safety requirements.
- Monitor and analyze trends in company spending and inventory control in order to make recommendations for the future, and to identify areas for possible savings and/or asset optimization.
- Track and maintain copies of software licenses, warranties, agreements, and vendor contracts.
- Create and continuously improve procedures that ensure software and hardware asset data is recorded in multiple management systems (SAP, ServiceNow, and Microsoft SCCM) and it is up-to-date, accurate, and auditable.
- Create and continuously improve policies and procedures for software asset management activities that ensure: on-going compliance and deployment volumes are within authorized levels
- Create and continuously improve policies and procedures for hardware asset management activities that include: acquisition, tracking, lifecycle replacement, and end of life
- Develop strategies and external relationships that result in IT asset disposition procedures that align with the City’s social responsibilities and sustainability objectives
- Communicate asset management strategies, policies, and procedures to team members and stakeholders in a timely and clear fashion.
