**JOB SUMMARY**:
The Special Projects Manager position resides in the Public Works department. Working with the Climate Action & Energy Management team, other staff and interdisciplinary consulting teams; a key role of this position will be to support implementation of a complex reserve shoreline adaptation and restoration project to strengthen shoreline protection and build Tsleil-Waututh Nation (TWN) community resilience to coastal erosion and coastal flooding. The position involves, but is not limited to project management and budgeting, procurement and tendering, communications and engagement, compliance with regulatory processes, monitoring and reporting.

**DUTIES AND RESPONSIBILITIES**:

- Support project management and coordination of interdisciplinary project consulting teams and contractors.
- Monitor and evaluate activities on assigned projects by tracking progress, managing project documentation (including plans, specifications, RFPs, schedules, submittals, budgets, reviewing change orders, progress payment requests), preparing status reports and project close out reports.
- Perform project management and administrative duties to ensure quality control and project implementation on time and on budget, and support compliance with regulatory approvals and conditions.
- Coordinate the internal review of engineering and architectural designs, site plans and drawings as prepared by the project consulting team; and manage the document administration of as-built drawings and specifications for construction.
- Support the development and execution of project consultant and construction contracts, and other procurement agreements; and participate in the selection of consultants and contractors while ensuring adherence to contract procurement processes.
- Support the provision of consistent, timely and reliable communication about the project to the project team, TWN Council and community members.
- Coordinate workshops and gather input from project related technical working group(s) and community-based advisory group(s).
- Support TWN community engagement to ensure that projects are rooted in TWN community values, objectives and policies and support communications to provide regular project updates to community members, Council and interdepartmental staff.
- Assist in building relationships with project partners, other First Nations and external agencies.
- Seek to stay current and emerging areas in the field by monitoring relevant publications, attending seminars and training sessions, maintaining professional certification, and participating in conferences and professional organizations.
- Mentor and help support local capacity building.
- Assume other duties, as may be assigned by Public Works, that are appropriate for this position.

**QUALIFICATIONS**:

- Bachelor’s degree in Construction Management, Architecture, Engineering, Land Development or related field with a minimum of five (5) years of recent related experience and demonstrable project management experience preferably within institutional settings.
- An equivalent combination of education, training and experience may be considered.
- Registration or eligibility for designation as an Engineer (in good standing with the Association of Professional Engineers and Geoscientists of BC (APEGBC), Quantity Surveyor, Architect or AScT (Applied Science Technologist) or CET (Certified Engineering Technologist) with Applied Science Technologists and Technicians of BC (ASTTBC) is an asset.
- Excellent knowledge of project management methodologies, processes, standards, and policies. Project Management Professional (PMP) designation (or equivalent) is an asset.
- Experience with and understanding of local, provincial and federal regulatory tools and processes that pertain to civil engineering works and infrastructure projects.
- Demonstrated experience with all phases of construction project design, feasibility, tendering, procurement, construction, monitoring and asset management.
- Have a thorough knowledge of construction and engineering practices, relevant design criteria, specifications, conditions of contract and tendering procedures as well as estimating and scheduling.
- Demonstrated knowledge and understanding of CCDC (Canadian Construction Documents Committee) contracts including Article of Agreement, Condition of Contract and Supplementary/Special Conditions.
- Demonstrated experience working with engineering and multi-disciplinary consultant teams and contractors.
- Excellent communication skills including written and oral communications, strong interpersonal and teamwork skills, and ability to build rapport with community, interdepartmental staff and outside agencies.
