**Job Summary**:
The Manager, Budget, Purchasing & Payables provides leadership and direction on all programs and policies related to the budget process at the Workers Compensation Board (WCB). As well, this position manages the Budget, Purchasing and Accounts Payable units.

**Job Duties**:
Plans, designs and executes the budget process for the WCB.

Provides oversight on the organization's accounts payable, procurement process and contract management.

Manages staff issues and provides leadership, guidance, support and direction to the purchasing and accounts payable units including: hiring staff; conducting performance reviews and follow up, identifying training and development needs; coaching and motivating staff; and coordinating work activities and deciding on disciplinary action up to and including dismissal where necessary.

Administers and co-ordinates the planning and development of each individual department’s administrative and capital budget.

Provides budget preparation support/training for department heads and other staff, as necessary and assists directors and managers with managing their budgets and variances more effectively.

Prepares the payroll budget and provides direction to Human Resources to ensure salary and benefit costs, as well as staff positions, are appropriately budgeted.

Prepares all reporting on the administration and capital budgets for presentation to the Finance Committee.

Performs monthly analysis on all administrative budget variances, including an extensive review of salary costs and prepares administrative and capital forecasts.

Prepares extensive reporting including operating and capital reports for Board Committees, detailed status reports for the CFO and Executive and ad hoc reports Reviews and approves weekly accounts payable payments.

Verifies and calculates quarterly funding payments for the Workplace Safety & Health Division.

Verifies the monthly accounting functions for capital assets, depreciation accounts, prepaid accounts, accruals and other operational expenses.

Performs year end analysis for external auditors.

Ensures International Financial Reporting Standards (IFRS) and Board policies are adhered to for financial reporting purposes.

Maintains active membership in relevant professional organizations; pursues professional and personal development through continuing education and training, literature reviews and maintaining relationships with experts in the field.

Performs other related duties as assigned.

**Qualifications**:
Chartered Professional Accountant designation (CPA)

Minimum five (5) years experience managing all aspects of budgeting functions including two (2) years experience managing direct reports preferably in a unionized environment

Knowledge of management principles and techniques

Knowledge of accounting and report writing software, preferably Lawson as well as Human Resource Management Systems (HRMS) software

Knowledge of International Financial Reporting Standards (IFRS)

Advanced proficiency in the use of a personal computer and software, (Word and Excel) in a Windows environment

Strong research, analytical, problem solving, initiative and independent decision making skills

Well developed planning and conceptual skills to manage projects

Ability to perform detailed, accurate work

Ability to communicate effectively, both verbally and in writing

Ability to act with tact and discretion in sometimes confrontational or sensitive situations while protecting the confidentiality of priviledged information

Ability to lead, manage and motivate staff and project teams

Ability to organize and prioritize workload within tight deadlines

Ability to adapt to a changing environment and manage change effectively

Ability to work independently and in a team environment

Knowledge of WCB legislation, policy and practice would be an asset

The ability to communicate proficiently in both official languages (English & French) is an asset, but is not required.
