Summary

The QCGN is the policy, research, and community development backbone for English-speaking Quebec. The organization’s mission is to act as the center of evidence-based expertise and collective action for our linguistic minority community, identifying, exploring, and addressing strategic issues affecting the development and vitality of the English-speaking community of Quebec and encouraging dialogue and collaboration among its member's organizations, individuals, community groups, institutions, and leaders.

The Policy and Research Unit (PRU) works collaboratively across the organization by providing evidence-based policy analysis, reports, and recommendations on matters affecting community vitality and support to the overall mission, vision, and key performance indicators of the organization. This work is focused on helping English-speaking Quebec understand itself, supporting advocacy efforts with high-quality policy and research content, and the achievement and evaluation of community development priorities.

The PRU is led by the Director of Policy and Research.

Under the direction of the Director of Policy and Research, the Policy and Program Analyst, conducts evidence-based public policy analysis and drafts advice, recommendations, and policy options. Specifically, this position:

- Assists in the integration of specialized policy and research projects that increase the capacity of the community in prioritized areas.
- Scans the development of public policy developments that may impact the interests of English-speaking Quebec and assists in the management of outside counsel and other experts in the development of legislative, regulatory, and policy analysis and recommendations that will advance the community’s language rights.
- Drafts policy analysis and notes on high-interest media stories and government announcements collected by the communications team.
- Produces tools and content that educates organizational and community leaders, stakeholders, and others on the community impact of legislative, regulatory, and policy proposals.
- Prepares presentations for community leaders on public policy matters of strategic community importance.
- Prepares briefs, presentations, draft public statements, op-eds, and other publicly facing material that explains complex public policy developments, and communicates the QCGN's positions and recommendations regarding same.
- Attends and participates in forums, conferences, etc. related to the policy interests of English-speaking Quebec.
- Assists in planning the annual Policy Forum to assist community leaders understand, discuss, and develop positions on pressing public policy topics.
- Explores and develops community policy and research capacity in under-served areas, with a view to closing identified gaps.
- Assists community partners with policy expertise.
- Assists in the development, monitoring, and execution of the QCGN Research Plan in support of the organization’s public policy advocacy and community development activities.
- Collects, collates, and analyses demolinguistic statistics related to the work of the QCGN.
- Conducts surveys and presents results (this work may be conducted in cooperation with outside stakeholders).
- Develops and maintain relationships with research stakeholders in government and the community.
- Drafts reports to the QCGN Director General, Board of Directors, and other internal stakeholders.
- Substitutes for the Director of Policy and Research on request.
- Supports the organization in any matter requested by the Director of Policy and Research commiserate with the role of a mid-level staff member.
- Manages assigned resources in compliance with organizational directives and standard operating procedures.

**Qualifications**:

- BA (Honours) in political science or related field of study (MA, MPA, or MPP preferred).
- Demonstrated social science skills
- Excellent communication skills in English. Functional French (oral and written comprehension).
- Superior writing and presentation skills.
- Superior understanding of
- government administration at the federal and provincial levels;
- the history of official languages in Canada;
- Familiarity with community sector organizations

**Note**: A valid driver’s license is required for this position.
