**About Us**

As part of the Newfoundland and Labrador Health Services, the Digital Health division provides quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation, and support health research. We support healthcare within Newfoundland and Labrador, including patients and communities through the delivery of information technology (IT) and digital health services applied in the healthcare system to provide quality care. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.

In alignment with the Provincial Health Accord, NL Health Services will be replacing Meditech Magic and Client Server (CRMS) as well as other digital health systems with a new leading
- edge Health Information System (HIS). This project will be the largest health care system implementation ever launched in Newfoundland and Labrador.

EPIC has been selected as the preferred digital health solution for this HIS project. This transformational change will allow us to join other Canadian provinces in the modernization of our provincial health information system. In support of the HIS project, it has been determined that the NL Health Services will require recruitment for positions in Management, Clinical Informatics, Information Technology, Analytic and Change Management.

**About the Role**

The Testing Manager reports to the Director of Project Management Office - Epic Project.

You will be responsible for, but not limited to, the following:

- Manage defects and retests.
- Manage the testing process of regular upgrades and new implementations.
- Lead the development, plan, manage, and coordinate of Quality Assurance, Conformance, and Testing Process functions for the HIS Project.
- Accountable for setting the provincial strategy, methodologies and framework of the Quality Assurance and Testing services, and the implementation across multiple projects and lines of business
- Oversee all test phases including smoke testing, component, functional, integration, UAT, performance and regression.
- Manage the entire cycle of testing including the test preparation, resource planning, execution plan development, test data requirements, defect management, etc.
- Develop a strategic test plan which identifies the test approach for the Clinical Information System.
- Lead the development and maintenance of a thorough Conformance Management Process for any vendor wanting to connect to provincial eHealth systems by ensuring compliance to the Centre’s Vendor Implementation Standards (VIS) through testing, investigation and proper documentation.
- Lead and manage the quality assurance activities for all operational, corporate and clinical systems to ensure systems are delivered with the highest possible quality and patient safety focus in a structured, traceable and repeatable manner.
- Develop, maintain and continuously improve the software quality assurance strategy, practices, and testing efficiencies while establishing quality assurance objectives and best practices.
- Lead the development and implementation of structured testing concepts, methodologies and automated testing tools.
- Define, gather, analyze and report relevant metrics to support decisions and recommendations related to quality and compliance.
- Communicate across functional and leadership levels to inform of operational and project status and risks, as well as elevate issues, present recommendations and implement modifications relating to QA and Testing plans and results.
- Promote awareness and understanding of the provincial QA and testing disciplines throughout the organization, external stakeholders and vendor community.
- Identify and document current state and gaps while working with all divisions of the Digital Health Division to develop new test processes and variations of existing processes.
- Manage the division through proper human resource and financial management policies and procedures; financial budgeting and analysis in conjunction with the Controller’s Office and the Strategic Human Resource Management Division
- Represent the Digital Health Division on various jurisdictional committees to ensure establishment and refinement of processes and standards.
- Drive the testing activities to ensure that results are achieved and deadlines are met.
