**Main Purpose and Function**

Reporting to the Head of Grants and Awards in Arts, Culture, and Tourism, within the Arts, Culture and Community Services group, the Cultural Planner participates in the City’s cultural sector development initiatives and grants and awards programs relating to the arts. The position combines the skills of cultural planning, policy development, administration, with hands on experience working with the arts and culture sector and also engages with various stakeholders, including underrepresented artists and community groups to develop and implement projects and policies for key cultural grants and award programs.

The Cultural Planner supervises professional staff and consultants, and requires collaboration and cooperation across City departments, with different levels of government, community and corporate foundations, academic and research institutions, and the non-profit cultural sector. The position requires a high degree of diplomacy, skill and adaptability, sound judgement and independent action within the parameters of work assignments and City policies.

**Specific Duties and Responsibilities**
- Develops, delivers and monitors key cultural grants and award programs with a focus on programs that advance the City’s culture plan directions (Communities and Artists Shifting Culture, Cultural Equity, Cultural Indigenous Grants, Cultural Learning and Sharing).
- Performs major cultural planning projects by identifying, analyzing and prioritizing cultural issues and opportunities in the city which often involve complex, sensitive and political issues.
- Conducts reviews and analysis’ to formulate and present recommendations in reports to City Council on grant allocations, grant program and policy changes.
- Develops and implements cultural projects, programs and policies to address opportunities and needs in the sector and in particular, those facing underrepresented artists and groups.
- Establishes assessment committee processes, sets agendas, chairs meetings and facilitates discussion for the purposes of community and peer-lead input for grants and other support programs.
- Conducts research projects to respond to and advance the needs of the non-profit cultural sector.
- Assists the team in developing and producing award programs for the promotion and celebration of local artists, cultural leaders and community supporters (Vancouver’s Poet Laureate, Vancouver Book Award, Arts Awards).
- Conducts research and analyzes data to monitor the impact of the City’s investment through grants and to respond to and advance needs and opportunities in the cultural sector.
- Leads program reviews and monitors progress of cultural grants and awards programs.
- Develops, and facilitates consultation and engagement processes with the public, community organizations and the creative sector including outreach and engagement with artists and cultural organizations and underrepresented artists and community groups.
- Liaises and builds partnerships across City departments, external agencies, provincial and federal government agencies and the private sector.
- Provides guidance, leadership and information to arts and cultural organizations to help fulfill their mandates and best meet the needs of their clients.
- Attends numerous arts and cultural activities and events to understand impact of the work and maintain relations with grantees and the public.
- Prepares reports and other written materials.
- Attends City Council meetings, Advisory Committees, and public meetings to represent the department and make presentations and answer questions.
- Provides daily guidance and supervision to other planners and other staff, as well as overseeing the work of consultants.
- Performs other duties as required and as assigned.

**Qualifications**
Education and Experience:

- Post-secondary degree, preferably at the Master’s level, in the Arts or a related field (cultural administration/policy, planning or social sciences) with considerable experience related to the work, or an equivalent combination of education, training, and experience.
