**JOB SUMMARY**

The Intermediate Estimator works under the leadership of the director of Program Integration in the Decommissioning and Environmental Remediation (D&ER) and is responsible for completing all facets of the assigned estimate scope including quantities, costing, subcontractor and supplier analysis, and the equipment analysis for presentation and review of the assigned bid scope. This position requires attention for all decommissioning-related estimating exercises mainly in pre-planning and change management. Decommissioning phase activities may also be required such as quantity surveying (verification of onsite progress and claims).

**DUTIES**

**FUNCTION 1**:

- Provide oversight of tracking of cost and variance analysis, identify issues and proactively initiate corrective action while still possible with the Project Team.
- Lead reporting for Cost Management to meet Program Office and Client requirements
- Champion solutions for Estimating & Cost Management issues.
- Development of Governance, Processes, Tools to be used by the D&ERs in Estimating & Cost Management through project development and execution
- Provide Oversight & Assurance during project development though Stage-Gate Approval and endorse Estimating & Cost Management elements of Project Approval Packages for consideration by the Executive Review Team.
- Provide Estimating & Cost Management Assurance during project execution via independent project reviews.
- Provide Estimating & Cost Management Infrastructure and Support such as administration of the InEight Estimating and Cobra Cost Management Databases to support project controls by the Missions and Projects.
- Mentor, coach and train Estimating & Cost Management resources (D&ER) and support resources with career development.
- Provide Knowledge Management and Continuous Improvement in Estimating & Cost Management, through sharing of Lessons Learned, continuously develop processes and tools, and provide guidance, mentoring and training to the D&ER’s to develop their staff as they progress through development and execution.

**FUNCTION 2**:

- Prepare final estimate summaries of assigned scope and verify estimate completeness and accuracy
- Prepare in coordination with procurement and engineering tender documents for subcontract and supplier pricing
- If applicable, solicit information from subcontractors and suppliers
- Provides sub-contract and supplier analysis recommendations
- Assist in project execution - quantifying field progress, changes, and claims

**FUNCTION 3**:

- Assist in project planning and scheduling
- Assist in overall project controls in determining quantities
- Maintain and organize cost changes and variations to project with the Project Team
- Review the project design drawings and specifications to determine assigned scope of work
- Collaborate to the development of the Work Breakdown Structure
- Prepare materials, labour and equipment cost estimation necessary to successfully carry out a construction project according to proposals, plans, estimates and specifications
- Coordinate preparation and perform of full detailed quantity takeoff estimates, identifying inherent risk and opportunities

**QUALIFICATIONS**

**Education**:
Bachelor’s degree in Civil, Certificate in Civil Engineering Technology or any equivalent studies/experience combination.

**Experience**:
3 to 9 years’ experience in estimating

Abilities and Skills:

- Good knowledge of Word, Excel
- Good knowledge of Ineight, Timberline, or any database estimating software an asset
- English essential (spoken and written), French an asset

Job/Industry Specific Knowledge:

- Job site experience; an asset
- Must be a member of AACE or CIQS (or working towards certification)
- ANSI, ACostE, NFP, ASPE estimate standards an asset
- Member of OACETT is preferred
- Knowledge of Estimating Tools or ability to be trained of its use
- Collaboratively lead cost estimate from project inception to close-out
- Assist the Project Leader to manage budget and record the changes in the estimate file database collection for future budget management of a project
