**What you'll do**:

- The Manager, Policy is a strategic and creative resource with experience harnessing modern tools, business process, project management, change management and advanced communications who will bring process discipline, efficiency, and organization to a team of senior policy and legal experts. Along with a background in policy analysis and legislation, this position requires the ability to independently plan, roll-out, install and operationalize process discipline and systems of control in a highly regulated and legislated environment. Reporting to the Director, Strategy and Indigenous Relations, the Manager will ensure strategic and active management of policy standards, business processes, and projects in order to achieve quality, continuity, efficiency, consistency and continuous improvement for the Policy and Legal Services (PLS) team and Land Title and Survey Authority of BC (LTSA). Using a priority management approach, activities will be focused on four key areas:

- Business Process Management Strategy and Process Library
- Policy, Legislation, and LTSA Operating Agreement
- Knowledge Management Strategy and Deployment
- Indigenous Reconciliation

The Manager, Policy will create and deliver on a strategy for operationalizing a framework of foundational support processes and workflow for the PLS team and LTSA. This role manages direct report(s), including staff and/or contractors which involves recruitment and selection; coaching and development; performance management; corrective performance measures and discipline; and all related people practices.

**Business Process Management Strategy and Process Library**:

- Ensures effective use of modern workflow and digital tools
- Sets standard of practice for PLS Business Process Management
- Collaboratively ensures creation, sustainment and continuous improvement of PLS’ key business processes including:

- Policy, Legislation, and Operating Agreement
- Knowledge Management
- Annual Indigenous Reconciliation Action Plan
- Executive and Board Reporting Cycles
- Annual Budget Planning
- Ensures that a modern, digital PLS process library exists for rapid access, communication, review, and updating of processes
- Ensures PLS business processes consistently and efficiently trigger and capture policy and legal review for new products or ventures
- Ensures internal and external customers and suppliers are aware of and following PLS’ processes
- Creates strategy, planning, review and improvement for technological tools used by PLS to deliver efficient process management and process execution (e.g. Atlassian / Jira / Confluence / Teams / SharePoint) and collaborates with Corporate Records Officer on structure
- Collaborates with Director Land Titles and Surveyor General to facilitate process alignment between Land Titles and Surveyor General

**Policy, Legislation, and LTSA Operating Agreement**:

- Maintains currency in relevant legislation and operations agreement
- Project manages LTSA’s legislative proposals and PLS’ priorities and planning process and Liaises with relevant ministries; e.g. Ministry of Forests, Policy Branch
- Provides policy development guidance and stakeholder consultation across the organization to other divisions
- Sets corporate standards of practice for documentation of policy
- Project manages 5 and 10-year Operating Agreement reviews
- Collaborates with Director Land Titles and Surveyor General to facilitate policy alignment between Land Titles and Surveyor General
- Creates reporting, metrics or updates as required to document and communicate progress and next steps
- Drafts information or decision notes as necessary for Executive Committee and/or Board
