**Responsibilities**:
PRIMARY PURPOSE

Provides strategic direction, leadership and centralized project management systems and advice to continuously improve the consistency, optimization, and quality of delivery of transit infrastructure and engineering capital projects across the TransLink enterprise.

KEY ACCOUNTABILITIES

Participates as a member of the divisional leadership team, supporting the VP on the enterprise-wide strategic planning, project alignment and prioritization for infrastructure and engineering capital projects, and sharing accountability for the achievement of divisional goals.

Directs the establishment, delivery, maintenance, and ongoing quality of project management systems and centralized project management support services including reporting, scheduling, risk management, quality assurance, business case analysis and development, and estimating.

Oversees the corporate asset management function including development of policies, strategies, and initiatives to achieve best value for asset investment and to monitor the condition of renewal priorities of the enterprise asset base in coordination with the operating companies.

Directs the development of the methodologies, standards, guidelines, tools and techniques for engineering project management. Drives continuous improvement and leverages project management best practices. Directs the provision of centralized training and coaching to Project Managers within the division.

Provides strategic advice to the Engineering Project Delivery and Systems Engineering Departments for all infrastructure and engineering capital projects across the enterprise to ensure consistent project management for capital projects with focus on standards, processes, metrics and delivery quality.

Directs the provision of cost management, procurement and legal services for all Infrastructure and Engineering projects in order to ensure cost effectiveness and mitigate legal risks. Ensure matrixed resources are assigned appropriately and effectively to collaborate with project managers.

Provides strategic advice on contract engineering services involving projects with significant budget and risks,
developing procurement strategies in collaboration with Procurement and evaluating proposals/bids based on best.
value.

Interfaces regularly with executive team to provide input on project priorities, implementation opportunities and
challenges. Presents and reports to the executives and the Board on overall project progress, cost, quality and risks.

Directs the preparation and presentation of reports on overall project delivery performance, including establishing and tracking key performance indicators. Directs the preparation of reports to senior levels of governments and to meet funding obligations.

Develops and directs the development of trusted, respectful relationships, and responsive interaction with internal and external stakeholders for all reporting areas, including senior government officials.

Provides broad direction for reporting managers, including selection, training, coaching, development, performance management and all other people management practices.

**Qualifications**:
EDUCATION AND EXPERIENCE:
University degree in Engineering, Planning and/or Business, PMP certification (including working towards completion or eligibility to register), plus ten (10) years of experience in project management, project planning, engineering, finance or in a project management office.

OTHER REQUIREMENTS

Expert knowledge of the principles, theories, concepts of project management.

Expert leadership skills to establish strategy and objectives, to drive change and promote a culture of responsibility and quality throughout the organization.

Expert relationship building with multiple internal and external stakeholders, including negotiation skills as they relate to contracts and resolution of contractual issues.
