uOttawa’s facilities encompass three main sites that are comprised of over 600,000 square meters of building space (over 6.4 million square feet), 42.5 hectares of grounds, 125 buildings and 4,500 beds in 11 residences. There are over 150 employees in Facilities, including Project Managers, Energy and Commissioning Specialists, Mechanical and Electrical Engineers, Architects, and space Planners. The facilities capital and operating expenditures are in the range of $100M for the University’s $2.0 billion assets under management. The 20-year Capital spending plan envisions $4.0 billion of new investment highlighted by uOttawa launch of project Top Shelf, a $300 million capital investment to build a new facility for the Faculty of Health Sciences at uOttawa’s River Campus, as well as a tower at the Roger Guidon campus to house uOttawa’s new Advanced Medical Research Center (AMRC).

**Position purpose**:
Reporting to the Director, Building Systems, the Manager plans, develops, manages, monitors and optimizes all infrastructure-related activities, resources and operations under their responsibility. Manages and optimizes their human, financial and material resources in accordance with the Campus Business Continuity Plan. Designs comprehensive preventive management plans and analytical reports that demonstrate system performance and efficiency in keeping with strategies set by the Director.

**In this role, your responsibilities will include**:

- Oversees maintenance, smooth operations and reliability of infrastructure-related distribution systems under own responsibility at all times, to ensure operational continuity for the University and its partners (hospitals, community partners).
- Plans, directs and coordinates actions required to respond to emergencies, service interruptions and major equipment breakdowns or failures. Conducts activities (implementation, tests, maintenance) to ensure continuity of critical University operations (business continuity plan).
- Develops work procedures focused on client service and needs of sections under own responsibility, ensuring standards of compliance are met.
- Prepares and manages operating and cost recovery budgets, monitoring them to ensure own section’s forecasts are met.
- Acts as business category owner for procurement process, including selecting vendors of record, ranking them and evaluating their performance.

**What you will bring**:

- Valid Third Class Operating Engineer license issued by TSSA.
- At least ten years’ experience in infrastructure maintenance and operations relevant to the activities of the position.
- At least five years’ experience in managing employees in a unionized environment
- Knowledge of, and experience in using, maintenance software (e.g. Maximo), and in creating and using tables, along with financial systems, databases, word processors, PowerPoint, mobile platforms and other software.
- Theoretical and practical knowledge of operational procedures and maintenance programs relevant to the appropriate activities. Such knowledge is normally acquired through postsecondary studies and/or equivalent experience.
- Knowledge of, and experience in, managing financial resources, planning budgets, and preparing technical and material reports.
- Knowledge of, and experience in, managing external service providers.
- Knowledge of, and experience in, human resources, team management and conflict resolution
- Knowledge of, and experience in, project management
- Knowledge of, and experience in applying, the Ontario Health and Safety Act, various municipal, provincial, and federal codes, as well as all other laws and/or regulations that apply, depending on the position
- Strong communication and interpersonal skills
- Bilingualism — French and English (spoken and written)
