**Title: Project Controls Manager**

**Location: Varennes, QC**

The Project Controls Manager is responsible for the delivery and reporting to meet the contractual project controls requirements and project objectives. In this position, you will manage the Project Controls team to develop, co-ordinate, monitor, maintain, and report on the contractual deliverables for estimating, cost, schedule, and risk. As well as being responsible for providing guidance and mentorship to Project Controls team members.

**Duties & Responsibilities**
- Understand and support the contractual deliverables for the project.
- Support the definition of the Work Breakdown Structure, Cost Breakdown Structure, and other requirements of the project controls systems.
- Thorough understanding of the project scope and the execution plan.
- Review in detail the documentation (execution plans, cost estimate, contract documents, etc.) to determine what is required to build the project plan and schedule. Identify areas of discrepancy or missing information in the project data.
- Support the development of the RFPs or bids to ensure that all facets of the scope and requirements for a contract are included and accurately reflected in the estimate and schedule.
- Participate in the evaluation of the bids, including clarifications, and ranking of the bids received to check for completeness, accuracy, scope, timing, and costs.
- Support the document control process for managing the Project Controls deliverables.
- Set up, monitoring, and analysis of key performance metrics.
- Propose opportunities for cost and schedule optimization and efficient use of project resources.
- Support the change management process to assess the impacts of fully implementing any proposed changes and support decision making.
- Participate in the risk assessments to provide expertise on risks, mitigations, and opportunities for the project.
- Prepare reports and analysis to support the construction team and to meet client requirements.
- Forecasting, delay and variance analysis.
- Support the development of the recovery plans and mitigation plans.
- Understanding key interface points and interdependencies.
- Support claims analysis and litigation as required.
- Provide information for preparation of meeting material.
- Maintain written notes and records which support project updates and record of decisions and associated actions.
- Prepare activity plans with the project team.
- Assist the project control team to establish a project performance index.
- To provide technical and administrative support to the project's operations with emphasis on reporting, planning and monitoring progress, estimating and scheduling, and dealing with project change.
- Provide mentorship to team members.
- Review and provide input on the various reports on the progress of work, installed quantities, materials used, and earned manhours.
- Provide support to planning and scheduling, estimating, cost control, document control, risk management, and change order control.
- Support the interfacing with Project Managers/Engineers & Subcontractors to acquire data and prepare project reports.
- Generate project forecasts.
- Provide narrative and analysis on the status of the project spend against the plan.

**Knowledge, Skills and Abilities**
- Minimum 15 years of relevant project controls experience (preferably a mix of both cost and schedule), with minimum 8 years on the construction job site.
- Experience on projects with high risk and complexity, preferably in Oil and Gas, EPCM
- Experience in client relations.
- Experienced in management of a full Project Controls function.
- Bachelors' Degree, Diploma, Designation or related;
- Membership in a professional organization (such as AACE) as a qualification as a Certified Planning and Scheduling Professional.
- Proven understanding of project management, engineering, and construction processes.
- Strong interpersonal, communication, organization, and analytical skills.
- Expert in the usage of Word and Excel to support the analysis and reporting requirements
- Strategic thinker with the ability to translate conceptual ideas into detailed execution.
- Strong working knowledge of Oracle Primavera, as well as cost control and estimating systems.
- Knowledge of project management system interfaces, i.e. Planning Tool (MS Project with In Control, JD Edwards, etc.) in order to generate and develop project management reporting requirements, capable of controlling and monitoring project progress and expectations from start to finish.
