Reporting to the Executive Director in charge of the Information Technology Division, this position is directly responsible for the successful management and delivery of all projects within the Information Technology Division portfolio. The incumbent will be responsible for leading and mentoring a group of Senior Project Managers, Junior Project Managers, Project Coordinators and Project Auditor to ensure the value and quality of project deliverables. By actively monitoring the budget, scope and schedule of all projects, the Director is able optimize the performance of the overall portfolio and propose adjustments as necessary in response to changing organizational priorities and demands. This position is also responsible for the development, implementation, and maintenance of effective project governance frameworks to ensure risks are mitigated, dependencies are managed, and benefits are realized in a consistent and well communicated manner. The Director will ensure the validity and upkeep of all artifact templates and support the continuous improvement of project delivery to the organization.

Responsibilities will include:

- Working with executives and various committees to develop, direct and improve project and program delivery in alignment with business and strategic plans for the organization.
- Supervision of all Project Managers, Coordinators, and project teams to ensure successful delivery of IT projects to the organization.
- Define and lead the Strategy for the Planning and Delivery of priority organizational initiatives.
- Lead the execution of and ensure compliance with industry standard Project Management governance models.
- Provide support and guidance to other areas within the division to streamline delivery of operational projects and initiatives.
- Ensures EPS assets (personnel, equipment, software and data) are properly managed, secured, maintained and protected from identifiable risks.
- As part of a cross functional senior management team, contribute to the effective administration of the Division.
- Perform a vital role in the organizational business and strategy planning discussions via contributions on various committees and working groups.
- Standardizing reporting requirements of all projects and ensuring enhanced dashboards are developed to provide a wholistic view of resource allocation, financial status and timelines across the portfolio.
- By participating with various committees and collaborating with management and peers across the Division, help make decisions as to the extent that software, technologies and systems will be used or shared on a common basis without jeopardizing EPS integrity and security requirements.
- On occasion this position will assume responsibility for the Division in a temporary acting capacity, responsible for decision making for three reporting Branches. This entails responsibility for the ~$30 million operating and ~$15 million Capital annual budgets along with a staff of approximately 150 personnel and contractors.

**Qualifications**:

- Graduate or Undergraduate degree in Computing Science or Business Administration. A combination of work experience and education will also be considered.
- Hold or have held industry certifications such as PMP, PgMP and Agile.
- A minimum of ten (10) years of progressively senior information technology management experience including broad based capital and operational financial reporting.
- Progressive experience working with IT standards and frameworks such as Agile and SDLC.
- Knowledge supporting a high-profile, complex 24/7 Information Technology service for 2000+ users.
- Knowledge of working in a blended Unionized/Out-of-Scope organization.
- Advanced project management and post-delivery support knowledge.
- Knowledge supporting a policing, public safety, high availability or high security IT environment would be an asset.
- Able to distill technical issues and present issues in a meaningful way to non-technical personnel.
- Excellent managerial and supervisory skills.
- Works well and contributes to a team environment. diplomacy, negotiation and mediation skills are critical.
- Thinks and plans strategically while paying attention to detail.
- Professional and ethical conduct in the working environment.
- Excellent verbal and written communication skills and strong customer service focus.
- As part of your pre-hire screening you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.
