**Basic Function**:
To ensure compliance of all water and wastewater systems with all governing regulatory conditions and requirements.

**Position Description**:
The Manager, Water and Wastewater Compliance will:

- Provide direction and supervision of the Water and Wastewater Compliance Officer, the Environmental Services Technologists, the Water and Wastewater Compliance Technologists and the Utility Clerk
- Provide leadership, motivation and guidance to staff as well as discipline when required.
- To ensure compliance of the Municipalities Water and Wastewater Systems to minimize the Municipalities liability and exposure to Provincial and Federal orders and fines with respect to Water and Wastewater services.
- To ensure all requirements are met as per the Drinking Water Quality Management Standard to guarantee the Municipalities right to provide drinking water is not revoked.
- Acts as lead project manager for regulatory inspections of water and wastewater treatment systems, arranging for data collection and responses to provincial officer questions and developing documents and reports of non-compliances and recommendations from each inspection.
- Works with divisional staff and regulatory agencies to determine root cause and implement corrective action strategies and plans to deal with near miss, non conformance and non-compliance events.
- Provide project management to various capital projects and to various contracts including but not limited to, the Municipalities Wastewater Treatment Operations contract, the Source Protection contract and the Water and Wastewater Billing contract.
- Attends pre-construction contract review and construction site meetings, as required.
- Provide support and recommendations to other Divisions and Departments with respect to environmental issues and regulatory concerns.
- Responsible for implementation and updates to Norfolk County’s Quality Management System, Operation and Maintenance Manuals, PFDs, P and ID’s, Norfolk County’s Design Criteria, and Emergency Plans.
- Responsible for Implementation and Coordination of Source Protection Initiatives including the establishment of the Risk Management Office. Responsible for drafting reports and studies to ensure Norfolk County maintains compliance with regulatory requirements.
- Responsible for development and initiation of Request for Proposals, Tenders and Quotations for capital programs and projects.
- Responsible for implementation and updating of various Departmental By-Laws including but not limited to the Sewer Use By-Law and Water By-Law.
- Collaborate with various Norfolk County Divisions, Departments and external consultants in drafting water and wastewater master plans and the Service Monitoring Report for Norfolk’s urban communities.
- Initiating and managing change in order to minimize problems and promote efficiency among staff.
- Disseminate information and provide training to employees. Assist with providing training opportunities for water and wastewater operators.
- Provides effective liaison with provincial authorities, consultants, contractors and the general public with respect to water and wastewater compliance to ensure their understanding of the County’s requirements, policies and directions.
- Stay current on Provincial and Federal Environmental issues as they relate to the provision of municipal services.
- Responsible for providing the County’s recommendations and feedback regarding proposed legislation and environmental posting on the Environmental Registry

**Requirements**:
**Knowledge and Experience**:

- Post-Secondary education, University Degree or three (3) year diploma in related field and five (5) years’ experience pertaining to the operations and maintenance of water and wastewater systems or acceptable equivalent.
- Provincial Certification: Water Treatment (Level 3), Water Distribution Level 2, and Wastewater Collection would be considered an asset.

**Skills and Abilities**:

- Thorough knowledge of applicable legislation, eg., Safe Drinking Water Act, Ontario Water Resources Act, Clean Water Act, the Environment Protection Act and the Occupational Health and Safety Act.
- Good knowledge of Ministry of the Environment Conservation and Parks Regulations as well as Wastewater Systems Effluent Regulations.
- Good knowledge of Sewer Use and Water By-laws and applicability to the Industrial, Commercial and Institutional sectors
- Understanding of financial systems, including procurement, purchase orders as well as budgets and budgeting.
- Exceptional communication skills, both written and verbal for dealings with the public, contractors, provincial inspectors, consultants, media, Council, employees and the Union.
- Good interpersonal skills with proven ability to build effective relationships where you are required to establish credibility/rapport.
- Sound technical knowledge and administrative expertise with the ability to understand as constructed and engineered drawing
