Canadian Base Operators is seeking a dynamic highly motivated individual to fulfil the position of Environmental Manager located in Meaford at the 4th Canadian Division Training Centre. This position is responsible for the effective implementation of the CBO Environmental Management System, including coordination of related activities, general planning, training, reporting, and liaison with the appropriate 4th Canadian Division Training Centre Meaford sections. This position will work in close relationship with the Contract Quality Assurance Manager, the Contract Health and Safety Officer and the Base Environment team. The position typically reports directly to the Meaford Site Manager.

Duties and responsibilities include but are not limited to:

- Develop and implement an Environmental Management System (EMS) in conformance with latest ISO 14001 standards.
- Provide support to CBO's departments in the development, implementation, and management of environmental plans and activities, including Environmental Compliance (Federal and Provincial legislation and regulations), Hazardous Materials (HM) Management, procurement, storage, usage, and disposal and Hazard Waste (HW) management, maintain inventory, storage, and coordination of disposal.
- Assist with coordination of general waste management, landfill disposal, blue-box recycling, and development and implementation of diversion programs.
- Develop and implement conservation strategies related to water reduction, waste reduction, and energy usage.
- Monitor and ensure water and wastewater treatment facilities are operating within federal, provincial, and client standards.
- Monitor and reporting on fuel consumption and air emissions in accordance with federal legislation and departmental policy.
- Provide oversight and reporting for spill response activities and maintain role for the DND DRMIS system.
- Conduct performance audits and inspections.
- Execute the audit plan, as directed: Collect and assess information, prepare audit/inspection reports, recommend corrective/preventative/improvement actions, complete follow-up activities. Coordinate external audits and inspections. Audits will assess environmental, safety and quality aspects.
- Promote continual improvement initiatives.
- Monitor CBO and DND environmental objectives. Establish and maintain relevant data collection.
- Review, coordinate and submit environmental assessment reports for small projects.
- Research, design, coordinate and deliver effective environmental training programs in cooperation with departmental or client staff.
- Promote close cooperation and communication with the client through regular formal and informal meetings, including the coordination and submittal of all required routine reports.
- Monitor and communicate changes to applicable legislation, regulations, customer directives and initiatives.
- Maintain the environmental resource library: Reference publications/internet links, training, and promotional materials.
- Planning, developing, and implementing methods, procedures and strategies focused on enhanced operations.
- Effective utilization of labour, materials, and resources.
- Direct the training of workers to improve work performance, technical knowledge, safety awareness and acquaint workers with company policies and procedures and administer compliance.
- Provide leadership competencies to all departmental staff.
- Provide support through coaching and development, maximizing business performance, maximizing team effectiveness and strategic perspectives.
- Ensure all subcontractors comply with the CBO Subcontractor Management Plan; ensure their performance is monitored; ensure quotes are vetted and are reasonable. Review reports on subcontractor performance.
- Liaise with CBO Site Services Management Team to develop plans and budgets, monitor performance and resolve problems.
- Fulfil the duties of Environmental Manager in accordance with DND policies and directives. Liaise with DND technical authorities and attend DND conferences and working groups, as required.
- Be responsive to the contract Project Authority (and designates), with responsibility and authority to represent CBO as determined by the Site Manager.
- Promote positive relationships, close interdepartmental cooperation and communication with CBO and client staff. Attend required meetings and be proactive with prevention and resolution of problems.
- Act as Duty Manager on a rotational basis.
- Take care, custody and control of all CBO issued items i.e., cell phone, laptop.
- Perform other assigned tasks, as required.
