Lumenus Community Services is seeking an experienced Manager for the ECB (Every Child Belongs) program who will provide direct supervision to Resource Consultants, oversight, and support to the Psychological and Behavioural Consultation to Child Care Service. The Manager is responsible for the overall administrative requirements of the program and for adhering to the program criteria as established by the City of Toronto. Flexibility in terms of work hours is required as some evening work may be necessary.

**Key **Responsibilities**:
**Program Specific**
- Establish, monitor, evaluate and report on annual goals within Consultation Service
- Oversee and manage statistical information for the City of Toronto data system
- Oversee and manage intake, coordination and quality assurance processes for North Quadrant Psychological and Psychiatric Consultation Services & or Behavioural Consultation Service
- Manage Quality Assurance Plan - create, monitor and manage client and child care feedback and address client and service complaints according to established protocol
- Represent the agency at City Of Toronto management table meetings, committees and working groups
- Participate in professional associations and support groups/networks as appropriate
- Communicate directly with City of Toronto management and supervisors
- Ensure that all City of Toronto initiatives and systems are relayed to staff in a timely manner
- Coordinate program student program/liaise with colleges/university
- Participate in professional development and in-service training activities

**Staff** Specific**
- Recruitment of all new Resource Consultant Staff
- Provide regular supervision of all Resource Consultation staff to ensure provision of effective, quality, accountable and professional services
- Train Resource Consultant Staff in data collection system
- Ensure Resource Consultation staff are meeting accreditation, ministerial, and “best practices” guidelines
- Conduct annual Performance Appraisal for all Resource Consultation Staff using a collaborative process
- Document all formal supervision sessions and informal discussions as required
- Perform site observations of staff and file audits as per City of Toronto QA requirements
- Monitor Resource Consultation staff workloads, modifying responsibilities as required
- Manage Professional Development of all Resource Consultation Staff
- Schedule & Facilitate program team meetings
- Monitor and maintain travel and professional development budgets for staff sick time/ leave of absence/vacation

**Qualifications/Experience**
- Diploma or degree in Early Childhood Education from an accredited college or university, and a member in good standing with the College of Early Childhood Educators or equivalent education and experience
- Relevant experience should include working with childcare centre staff, families, school staff, and community resource staff
- Relevant experience in providing direction and supervision to staff **Skills/Knowledge**
- Strong knowledge of identification, planning and implementation of intervention strategies for children with moderate to severe special needs including ASD, ADHD, social /emotional, behavioural, academic and speech and language concerns
- Knowledge of The Child Care and Early Years Act, The Child Welfare Act
- Knowledge of ELECT
- Strong leadership skills and supervisory skills
- Well-developed interpersonal skills
- Excellent communication skills - written and oral
- Strong program planning and organizational skills
- Excellent time management
- Strong problem solving skills
- Knowledge of Trauma Informed Practise
- Knowledge and promotion of inclusionary practice in the community
- Understanding of child welfare issues and policies
- Working knowledge of computers including Microsoft windows, Microsoft word, PowerPoint, Excel, Board maker and Internet **Competencies**:

- Sound clinical judgment
- Understanding of anti-oppressive framework
- Ability to work independently
- Ability to work with multi-disciplinary teams both within the agency and the community
- Flexibility and adaptability **Additional Requirements**:

- Ability to work a flexible schedule, including some evenings
- Satisfactory clearance under the Vulnerable Sector Screening process
