Proposed Consultants should have the following knowledge, skills, and abilities:
b) Knowledge of business process re-engineering;
c) Knowledge of Agile processes, software(e.g. JIRA, Confluence, etc.), and collaborative tools such as Mural or Miro;
d) SQL skills (e.g. Microsoft SQL Server Management Studio, Oracle SQL Developer, Azure Data Studio);
e) Knowledge of organizational change management to move from the "as-is" to the "to-be" state;
f) Considerable tact, professionalism and diplomacy as the Consultant will have interaction with stakeholders, vendors, professionals and various levels of employees in a government setting;
g) Ability to work with a team co-operatively within diverse work groups, including the ability to relate in a respectful manner to other team members with diverse views;
h) Problem solves effectively by giving shape and direction to issues, ideas, information and delivering high quality work in a timely manner, including:
i. using analysis and evaluation skills on high profile and/or complex matters,

ii. viewing client issues from various points of view and driving factors,

iii. assessing, weighing and managing risk;
i) Comprehends a situation analytically by breaking it down into its components and identifying key or underlying complex issues, which implies the ability to systematically organize and compare the various aspects of a problem or situation and determine cause-and-effect relationships ("if...then ") to resolve problems in a sound, decisive manner and includes checking to ensure the validity or accuracy of all information; and

j) Promotes innovation to improve project success and performance by doing or promoting new ways of doing things.

B) Proposed Consultants should have experience on one or more IM/IT projects within the past eight (8) years that clearly demonstrate experience in all of the below listed skill sets. It is not required that each project demonstrate all of the skills required, but that across the projects provided in the submission, the experience below is met. Multiple projects may be used to demonstrate the expected experience.

Three (3) years’ experience identifying, defining, modelling and documenting business needs, that included:
i. modeling and documenting technical solutions,

ii. developing and presenting business cases including feasibility studies, risk assessments and cost benefit analysis of solution alternatives,

iii. defining and documenting product for development and ongoing support, and

iv. developing presentations, reports and submissions required by clients to secure approval and funding from Executive or Final Decision Makers, and develop work plans;
Three (3) years’ experience Interacting professionally and productively with a wide variety of people in diverse roles (e.g., executives, contractors, vendors, technical experts, development team, naïve users) to develop and implement:
automated business processes,

service agreements with service consumers and suppliers,

appropriate service management processes,

training/educational materials, and

Three (3) years’ experience managing the quality of the delivered business solution to ensure it meets the client’s quality expectations by:
ensuring structure, design and development of the deliverables is in compliance with applicable standards,

ensuring performance of technical reviews and audits and obtain required approvals before implementation; and

Two (2) years’ experience managing effective written and oral communications with project stakeholders at all levels and from diverse business units.

The number of required years of experience is a minimum. Additional years of experience beyond the minimum will result in additional points being awarded; however, evaluators will not consider any experience that was not gained within eight years of the issue date of this Call to Market when evaluating this experience.

While not mandatory, experience within the past ten (10) years with the following is preferred and will result in additional points being awarded.

working with the public sector;
working to analyse requirements for or to configure GIS/spatial/map based solutions;
working to analyse requirements for or to install project management software related to the construction industry;
Working in a DevOps environment.

**14.1) Relevant Education and Professional Designations**

Preference will be given to Consultants that have:
formal education (i.e. diploma or degree) in a related business or computer science field; and/or

International Institute of Business Analysis (IIBA)
- Certified Business Analysis Professional (CBAP).

**Job Type**: Fixed term contract
Contract length: 12 months

**Salary**: From $65.00 per hour
