OIAA Security, Emergency Response and Critical Operational Systems **position.

As a key member of the Security and Emergency Management team, the Manager
- Ottawa International Airport Authority “Authority” Security, Emergency Response and Critical Operational Systems is responsible for the operational serviceability, functionality, effective use and life cycle management of critical systems that provide situational awareness, command, control and communications capabilities on behalf of the Authority and its stakeholders.

ESSENTIAL FUNCTIONS:

- Ensuring the operational serviceability and functionality of the Airport Authority’s critical response systems, which include but are not limited to: CCTV cameras, video monitoring, video analytics, access control, facial recognition, tactical radios, licence plate reader, mass emergency notification and drone detection systems;
- Act as the lead and primary point of contact to ensure stakeholder awareness of systems status, procedural changes, onboarding of new systems, contingency measures related to system outages, etc.
- Define performance standards for systems and users;
- Perform regular quality assurance checks to ensure systems are fit for use and conform to requirements. Ensure that work tickets are completed promptly and correctly, tracked and followed-up in a timely manner and that mitigating measures or contingency plans are in place when required;
- Perform regular quality control checks on behalf of stakeholders to ensure effective and efficient use of the systems and that operational requirements are being met;
- Facilitate training needs assessments, training curriculum development, course delivery and evaluation to ensure competency of all system users;
- Act as the Airport Authority lead for project development; working with stakeholders to determine future operational requirements for system design, use and function;
- Assist in RFP and contract development, make recommendations, oversee procurement of equipment, services, etc. and ensure project timelines and contractual obligations are met.
- Ensure systems interoperability and efficiency with on-site and off-site security and emergency response agencies where required;
- Participate in security and emergency response training events as required;
- Participate as a member of the ECC cadre during emergency response incidents;
- Perform a variety of administrative, operational, research and analytical duties and develop reports, recommend policies, procedures, etc. as required;
- Track manage and report on industry trends relating to critical systems, including forecasting future developments and modifications that may impact current system use and setup;
- Develop and maintain system life cycle plan, including budgeting and maintenance projections for all critical systems;
- Utilizing skill sets for critical systems such as access control, video surveillance and licence plate readers, assist in review of incidents and events as required;
- Represent the Authority interests as required through participation in meetings, project groups and conferences; and,
- Participate in special projects as required.
- Be organized, detail oriented, and safety conscious.
- Ability to develop, coordinate and train others to use critical operational systems and procedures.
- Ability to develop and deliver training programs and presentations.
- Ability to research and write technical documents.
- Have the skill sets necessary to prepare clear, accurate and concise reports, procedures and other written instruction or material, as well as identify resource requirements and develop the means to obtain and meet them.
- Ability to establish and maintain effective working relationships with stakeholders to ensure effective communications and operational support.
- Ability to assess and prioritize situations and determine appropriate responses.
- Routinely demonstrate initiative and strong attention to detail.
- Ability to handle multiple workloads and be adaptable and flexible with respect to changing assignments, conflicting work priorities, and defined timeframes.
- Ability to work under pressure and within time constraints, give a high degree of attention to details
- Ability to work effectively both independently or in a team environment.
- Available to respond to emergencies and incidents and operate during unusual, unpredictable and extended hours during exercises and emergencies.
- Demonstrate strong customer service, problem solving and time management skills; and
- Possess a valid driver’s licence (Class G or equivalent).
