Supervisor, Operations and Railway Logistics

As part of the Port Logistics Department, the incumbent shall plan, coordinate, supervise and oversee the activities of the Montreal Port Authority (MPA)’s railway operations department to ensure the smooth operation and circulation of container trucks and the availability of required staff and equipment.

Ensure the flow and optimization of rail operations
- Coordinate the activities and needs of internal and external resources responsible for carrying out railway and road operations that are integral to the MPA’s intermodal system.
- Plan and coordinate operations to ensure efficiency.
- Oversee the work distribution carried out by the yard managers;
- Oversee coordination of railway and road activities to ensure smooth flowing operations within the MPA’s territory;
- Input train movements in the “Trucking Portal” system;
- Coordinate train movements at the various level crossings to minimize the impact on traffic flow.
- Supervise the movement of trains and yard operations performed by team members.
- Establish measures and analyze the team’s performance and efficiency across various operations. Produce reports and follow-up on identified discrepancies.
- Chair daily conference calls with MPA clients and partners (railway companies and terminal operators) to plan and coordinate train arrivals and departures, the organization of railcars, necessary yard moves and ship loading/unloading.
- Follow up with customers to assess their level of satisfaction.
- Work with the Infrastructure Management Department and contractors to minimize the impact of construction, track maintenance and snow removal on operations.
- Ensure compliance with operating and safety regulations.
- Develop an integrated approach to port activities.

Ensure availability of equipment required for daily operations:

- Ensure that all equipment is working properly.
- Coordinate locomotive repairs with the service provider, keep a log of radio communication problems and repairs to units.
- Supervise the work of internal and external resources responsible for the maintenance of locomotives, railway and other equipment.
- Assist in developing strategies to optimize the use and lifespan of railway infrastructure and equipment.
- Analyze client needs to maximize the use of MPA resources and equipment.
- Contribute to the improvement of infrastructure, equipment and processes.
- Inform team members of changes in the procedures or use of new equipment.

Supervise assigned resources:

- Ensure compliance with the collective agreement.
- Participate in the recruitment process.
- Plan, prepare and organize training for team members.
- Assess individual performance of employees within the department, initiating and participating in the disciplinary process, as needed.
- Assign and oversee team’s work schedules.
- Approve leave and vacation requests and plan for replacements.
- Ensure compliance with occupational health and safety programs and carry out evaluations (audits), accident investigations and reports.
- Ensure proper use and availability of locomotives and conduct follow-ups with mechanics.
- Oversee cost control.

Perform administrative tasks arising from duties
- Participate in the department’s monthly Labour Relations Committee and Occupational Health and Safety Committee meetings.
- Organize and chair monthly meetings with yard managers, CN and CP stakeholders and clients.
- Prepare the supporting documents for billing railway operations and railcar dwell times on the MPA network.

**Qualifications**
- Diploma of college studies (DEC) in transport logistics (or other pertinent studies)
- Seven (7) to ten (10) years’ related experience.
- Minimum five (5) years of experience managing unionized employees
- Bilingual (French and English).
- Proficiency in Microsoft Office Suite.
- Excellent command of French and English, both written and spoken.
- Experience in customer service (internal and external customers)
- Holding a certification on railway operating regulations is an asset.
- Holding a locomotive engineer certification is an asset.
- Sense of tact and diplomacy.
- Strong capacity for teamwork.
- Good judgment
