Using strong analytical capabilities and attention to detail, the Senior Financial Analyst - Investments & Treasury actively manages and reports on the City’s large investment portfolio and ensures the City's investment returns are maximized, investment risk is minimized, and cash is available when required to meet the City's financial obligations. The position supports the financial sustainability of the City through developing, implementing, and maintaining cash-flow modelling for both the short and long-term horizons, as well as debt and reserve funds and strategic review of the capital budget. Reporting to the Supervisor of Accounting and Financial Reporting within the Financial Services Division of the Corporate Services Department, you will be responsible for the following duties:

**Investments**:
- Develops, implements, and maintains treasury related financial models, analysis, reporting and reconciliations. Conducts daily cash position analysis and prepares cash flow modelling for both the short
- and long-term planning horizons. Regularly monitors cash flow needs and assess progress against reported forecasted values.
- Liaises with bank and investment dealers to execute transactions in accordance with Council approved policies and legislative requirements, while ensuring appropriate cash flow is maintained. Analyzes and recommends investment decisions to management.
- Performs ongoing research and monitoring of economic activity and market trends, product availability, and comparative benchmarking.
- Calculates and records investment-related journal entries, and allocates investment income to appropriate areas (i.e. reserve funds, trust funds, general operating fund).
- Develops, implements and performs ongoing monitoring of treasury activity including performance indicators to monitor, measure and report on quantifiable progress and outcomes.
**Debt**:
- Maintains the comprehensive debt model that tracks historical/projected debt. Implements changes to the model to improve its effectiveness.
- Ensures appropriate recording of debt activities in the general ledger. Manages payment and debt amortization schedules.
- Monitors debt forecasting with respect to Council approved policies and legislative requirements, as well as relative to comparator municipalities. Prepares reports and/or presentations to management and Council with respect to debt forecasts and policy.
- Analyzes and provides recommendations regarding timing of debt issuance based on cash flow needs, project progress, and market and economic conditions. Liaises with the Region of Waterloo regarding debt timing and issuances.
**Reserve Funds and Capital Management**:
- Develops, implements and maintains the comprehensive reserve and reserve fund model that tracks historical and projected reserve/reserve fund transactions. Ensures projected reserve/reserve fund levels meet legislative requirements and are within Council approved policies, and recommends appropriate funding plans for operational initiatives and capital projects.
- Strategically reviews the consolidated ten-year capital budget and ongoing capital forecast to ensure investments are maturing as required to meet cashflow requirements. Ensures compliance with various financial policies, the reserve and reserve fund by-law, and municipal finance best practices. Reviews and provides feedback to other members of Finance team regarding capital budgeting and capital forecasting.
**Other**:
- Coordinates and leads the Community Grants Program. Coordinates with community groups, reviews submissions to ensure compliance with the Community Grants Program Policy, consolidates reporting packages, and provides presentations and insights to the Community Grants Committee of Council.
- Prepares reports and/or presentations to management and Council on investments and cash management, debt, reserve funds, capital, and Community Grants.
- Prepares what-if scenarios related to potential funding options for projects and as part of business case analysis, including analyzing potential impacts on reserve/reserve fund projections and debt models.
- Investigates best practices, conducts research and makes recommendations regarding policies and processes.
- Supports the year-end financial reporting process and audit, preparing audit confirmations for bank, investments, and long-term debt, reconciling and investigating any identified differences with City accounts.
- Participating member of management team involved in union contract negotiations responsible for financial implications of the collective agreement.

**Education**:
Undergraduate Level - Four years or equivalent in Business Administration.
**Experience and Knowledge**:
- Canadian Chartered Professional Accounting (CPA) designation.
