The Town of Cochrane is excited to recruit for the position of **Supervisor, Procurement **within our **Legislative Services team**. The Legislative Services department coordinates Council meeting agendas and minutes, Council Committee recruitment and regulatory reporting. They oversee all Assessment Review Board functions, facilitate the Subdivision Development Appeal Board processes, manage all corporate records, and ensure compliance with the Freedom of Information and Protection of Privacy Act (FOIP) and oversees and provides the administrative and technical support for invitations to tender, request for proposals, quotations, information, evaluations, and other procurement processes. They also manage the Town’s insurance portfolio, the Municipal Bylaw registry and conduct elections and census.
The Supervisor, Procurement will provide strategy and support to Cochrane staff to optimize the use of public funds and to ensure the integrity and efficiency of procurement processes. Procurement of goods and services includes fiscal stewardship, training, guidance, and compliance with policy and legislation. Reporting to the Manager, Legislative Services, this position provides guidance on and creates efficiencies within the procurement processes and procedures. Consistent with Town strategic priorities and applicable rules and regulations, this position performs planning, organization, development, and coordination of procurement activities for the entire organization.

**What are some of the duties of the Supervisor, Procurement position?**
- Provide expertise in common law, contract law, competitive bidding law, Municipal Government Act, Agreement on Internal Trade (AIT), New West Partnership Trade Agreement (NWPTA) and other provincial statutes.
- Leads and develops professional staff in carrying out procurement related risk management services.
- Provides feedback, coaching, and conducts performance reviews and additional people management activities.
- Directs the planning, implementation and monitoring of best practices and corporate operations in procurement and procurement related risk management activities.
- Research best practices in procurement, tendering process and contracting.
- Develop boilerplates/standard terms and conditions for contracts and make necessary changes to boilerplates when circumstances of the procurement require the change.
- In collaboration with the Risk Management Advisor, evaluate and recommend to departments the required legislated licensing, insurance coverage, bonding, and certifications, and ensure they are contained within the contracts.
- Review competitive bidding/purchase contracts periodically and amend or extend contracts as required, to ensure risk to Cochrane is mitigated and/or avoided.
- Consult with staff on required competitive bidding/purchase requirements, contractual obligations, and legal issues.
- Assist departments to handle non-performance or poor performance of the contracts, potential breach of the contract and remedies with medium to high risk.
- Handle complex and unique competitions associated with high risk and provide expertise and handle Tender/RFP packages, prequalification process, multiple stages competitions, evaluation criteria.
- Review and initiate changes to the procurement policy and procedures to ensure compatibility with current legislation.
- Ensure compliance with procurement policy and procedures and monitor and oversee corporate procurement practices.
