**Main Purpose & Function**
Reporting to the Managing Director of Social Policy and Projects, with direct supervision from the Social Infrastructure Senior Planner, the initial area of responsibility for this role will be to work with community groups, private and non-profit sectors, developers, investors and partners, and senior government, to steer the delivery or replacement of priority social infrastructure capital projects focused on Indigenous social spaces in the City. The focus of this Social Planner II role may shift over time depending on the operational requirements of the Social Policy & Projects Division.

The position plays an important role in coordinating, planning and implementing a variety of programs and project specific work related to securing and reviewing designs for social-purpose facilities. The Indigenous Projects Social Planner II supports the priorities of the Metro Vancouver Aboriginal Executive Council (MVAEC) and urban Indigenous non-profit service providers in the delivery of needed social services and programs.

This position ensures that the implementation of City strategies, policies and guidelines related to social infrastructure, as well as the work of inter-related City policy, priorities and guidelines incorporates and actions Indigenous perspectives. Relevant strategies and polices include but are not limited to: the City of Reconciliation Framework; the Equity Framework; the Women’s Equity Strategy; the response to the MMIWG2S ‘Calls for Justice’, the UN Safe Cities, Safe Public Spaces project; the Healthy City Strategy; the Poverty Reduction Strategy; the Childcare Strategy; and the forthcoming Vancouver Social Infrastructure Strategy.

**Specific Duties & Responsibilities**
- Supports the implementation of City strategies, policies, plans and guidelines related to social infrastructure, including the Social Infrastructure Strategy and Action Plan ensuring that the strategies, policies, plans and guidelines incorporate, amplify and action Indigenous perspectives.
- Provides oversight over and collaborates with other City departments on the delivery of priority social infrastructure capital projects, including projects to help address service gaps in the DTES
- Provides leadership on development and implementation of a financial and/or partnership plan for delivery of Indigenous social infrastructure in partnership with Finance’s Long Term Financial Strategy and Planning
- Works within the City’s processes for planning and development (including rezoning and development permit processes), legal agreements (community use, leases and licenses) and capital granting to support the delivery of social infrastructure
- Convenes internal and external stakeholders, including the development community, senior government officials, non-profit organizations and agencies and makes recommendations
- Leads the development of recommendations, reports and presentations to City Council, and Council Committees
- Supervises staff including planners, analysts, consultants and interns
- Other duties as assigned

**Qualifications**

Education and Experience:

- University degree in Indigenous studies, urban planning, social policy, arts, culture, human geography and/or related field, with considerable, progressive experience, or an equivalent combination of education and experience.
- Relevant lived experience combined with a broad perspective lens on reconciliation and decolonization is preferred
- Experience working with urban Indigenous communities, communities in the DTES, and the social non-profit sector strongly preferred.

Knowledge, Skills and Abilities:

- Demonstrated commitment to working towards reconciliation, equity, and inclusion.
- Competency and awareness around local First Nations uniquely distinct, rich and living culture on these lands and the unique communities and cultures of urban Indigenous peoples in Vancouver; skills and foundation for navigating respectful communication with Musqueam, Squamish, and Tsleil-Waututh members, urban Indigenous non-profit agencies and urban Indigenous communities within the Vancouver
