Effective April 1, 2024 the salary range for this position is $76,231.00 to $109,842.00 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

About the Unit

The Ministry of Natural Resources and Forestry (MNRF) has launched a modernization initiative to ensure we are better positioned to manage wildland fires and public safety into the future. The Natural Hazard Emergency Management Modernization project (NHEMM) goal is to create a modernized comprehensive, effective, efficient and integrated natural hazard emergency management program that will meet the demands of today and tomorrow in Ontario. With initial focus on wildland fire the project will endeavor to review and recommend modernization initiatives by aligning and leveraging efficiencies through coordinated engagement, consultation and communications.

About Us

The Aviation, Forest Fire and Emergency Services Branch provides forest fire management services for the province including fire management policies and strategies, fire prevention and detection, and the basic resources for managing forest fires; aviation flight and maintenance crews and equipment in support of forest fire and natural resources management, and other specialized aviation services, including non-scheduled air transport to all government ministries and agencies; and emergency management in response to forest fires, floods, drought/low water, dam failures, erosion, soil and bedrock instability, crude oil and natural gas exploration, natural gas and hydrocarbon underground storage, and salt solution mining emergencies.

What can I expect to do in this role?

**In this role, you will**:

- Support the planning and implementation of large and complex projects or project components for ministry-wide, and or division-wide initiatives adjusting for multiple concurrent projects and timelines.
- Support the assessment, planning and design of future-state program enhancement options and support decision-making on projects to develop best practice policy and program design solutions that will address identified issues that have business impacts.
- Support project peers on highly inter-dependant planning initiatives to develop an integrated plan for the improvement of fire and emergency management services (including elements related to public and strategic policy, public and internal engagement, service delivery model changes, organizational design etc.).
- Implement ministry wide and divisional project and change management standards, templates, tools, tracking, reporting and ongoing support, advisory and leadership services.
- Support the development and implementation of ministry
- and Ontario Public Service (OPS)-priority strategic business processes, policies, information technology projects and project portfolio management frameworks, tools, techniques to support the goals and objectives of the ministry and the OPS.
- Develop partnerships, and collaborate with project teams and provide expertise on project, business improvement projects/initiatives, strategy development projects inter-divisional or inter-ministry partnership projects and or completed enhancement and improvement projects/strategies.

How do I qualify?
Project Management, Change Management and Strategic Planning Skills:

- You have experience in project and change management principles, methodologies (ex. agile), principles (ex. Lean), best practices and tools to provide project/change management leadership, support and advice across the ministry.
- You have knowledge of the project management lifecycle, documentation and development, including business cases, business modelling, project charters, integrated project plan (project schedules), and close out reports.
- You can identify, analyse and conduct the appropriate level of planning, tracking and monitoring required to achieve the project's goals and objectives.
