**Duties & Responsibilities**:
Receives, responds, and solves service requests from the public pertaining to flooding and drainage complaints.
Maintains comprehensive records of all communication and activities associated with flooding and drainage complaints.
Performs work as instructed including inspection, investigation, compliance instructing, reporting, documentation and record keeping components.
Communicates effectively, diffuses hostility, determines personal and public risk, and takes appropriate actions.
Performs or directs topographical surveys, as required, to establish existing surface elevations and direction of drainage. Reduces survey field notes manually or electronically to obtain topographical data.
Advises recommendations for the optimum solution for flooding or drainage issues.
Operates electronic and manual surveying instruments to establish horizontal and vertical control for the construction of drainage related infrastructure and other engineering projects and installations.
Checks design plans and grade sheets to verify elevations and slopes are correct.
Uses survey software to process all Data collected by Total Station and GPS units.
Provides and maintains written and electronic reports/documentation as required.
Responsible for the care and maintenance of a field vehicle.
Schedule and manage site inspections.
Performs related work, as required.

**Knowledge, Abilities and Skills**:
Considerable knowledge of mathematics and trigonometry as applied to municipal surveys.
Considerable knowledge of engineering-drafted terminology, practices techniques and knowledge of AutoCAD.
Considerable knowledge of construction and maintenance practices pertaining to roadway drainage, open stormwater systems, storm sewer installation, and major overland drainage systems, including lot grading.
Knowledge of the City’s engineering standards and related legislation as well as knowledge of engineering plans, schematics, and specifications.
Knowledge of field investigation and testing equipment, procedures, and practices.
Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, and technology devices
Knowledge of survey related computer software
Knowledge of the use and care of surveying equipment (including Level, Transit, Total Station and GPS units).
Ability to establish and maintain effective working relationships with customers and within the City service.
Skill in Access, Excel, Word, GIS and AutoCAD Civil 3D or similar software.
Ability to work outdoors for extended periods of time and under unfavorable weather conditions as required by work assignments.
Ability to plan, assign and supervise the work of subordinates.
Ability to handle conflict and handle difficult situations in a calm, rational and professional manner.
Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act.
Able to work independently with mínimal supervision.
Education & Experience
The knowledge, skills and abilities obtained through completion of a two (2) year program in a Civil Engineering Diploma program with an emphasis on Geomatics and a minimum of two (2) years related experience in a municipal engineering environment.
Four (4) years directly related and progressively responsible supervisory experience, including one year in each of inspection and surveying.

**Working/Other Conditions**:
Must possess a valid Class Five (5) driver’s licence.
Will be required to work from variable bases of operation.
Must be able and willing to perform work of a physical nature in field environments and inclement weather.
Must be able to move about construction sites independently, use hand tools and perform actions such as move heavy objects 25 kg to perform inspection duties.
