**AREA OF RESPONSIBILITY**:
Reporting to the Director, Recreation, this position provides support to the Director and manages assigned special projects and strategic initiatives for all the Divisions within the Department, providing financial, technological and strategic oversight (budgetary, financial planning reporting, business systems information technology), customer service and administrative support for both the Director and the Departmental Management Team. Represents the Director on key Committees, as determined by the Commissioner.

This position oversees planning and delivery of Departmental corporate programs, strategic projects and services impacting operational efficiency, the consistent attainment of quality standards and effective delivery of service plans. Functioning as a key advisor to the Director, providing advice, research and communicate on a diverse number of strategic and operational projects and initiatives.

**Strategic Leadership**
- Working with the Divisional Leads, develop short and long-term business plans, which incorporate goals and objectives that work towards the Department's strategic direction to support the Corporation's Strategic Plan objectives.
- Manage relationships and engage a diverse set of stakeholder groups; either to collaborate on delivery of key activities or solicit support for key Departmental initiatives and special projects.

**Leadership and Staff Development**
- Assisting staff in developing Service Level Plans. Involved in staff recruiting, motivating, and monitoring performance. Accountable for ensuring HR practices and implementation of policies (i.e. Health and Safety) are consistently applied across the Department. Approves training needs and development plans of staff. Assists with the hiring and management staff across the Department. Meets regularly with HR Advisor and serves as a point-of-contact for implementation of HR programs and policies. Provides input to staff planning and recruiting strategies. Assists with issues management, especially labour

**Customer Service**
- Anticipate, assess and evaluate risk factors that affect the Department and each of its Divisions, such as technological and organizational practices and recommend strategies to control risks and improve quality of service and efficiencies.
- Champion excellence in customer service standards and delivery with key external partners and stakeholder groups. When required, liaise, and interact with government agencies, public and private sector organizations. Provide expertise and guidance and convey issues to influence decision making.

**Relationship Management**
- Provide guidance to Departmental senior leaders to determine appropriate resolution of operational and politically sensitive matters. Build and maintain relationships within levels of government and industry. Collaborate with stakeholders, assess, and prioritize issues, research and coordinate supporting information and facilitate appropriate action to ensure success in achieving shared goals. **Financial Accountability**
- Coordinates the internal budget process across the Department, ensuring that Corporate criteria are met, quality is high, and deadlines are reached. Prepares current and capital budget submissions and coordinates the approval process. Monitors the status of the budget regularly and provides financial reports to the Commissioner and Directors. Provides advice and guidance regarding funding, protocol and policy to all leaders and Supervises all accounting functions in conjunction with department staff including data entry and report preparation. Manages cross-departmental invoice payment, purchase orders, credit cards and other transactions.

**Teamwork and Co-operation**
- Manage and work well within diverse groups to achieve common goals and objectives to improve efficiency. Participate in project initiatives as required. Demonstrate corporate values at all times.
