The
**Purchasing & Materials Management Division (PMMD)** is a critical function within the

A politically savvy relationship builder, experienced in policy analysis, planning and development, and adept at engaging with, and facilitating training for, a broad range of stakeholders, you’ll be a valued resource at the City of Toronto, and the Division, as a
**Policy Development Officer.**

**Opportunity awaits you**

Reporting to the Manager, Policy and Program Planning, you'll assume a variety of responsibilities, including the development of strategic and operational policies, strategies and program evaluations for the Purchasing and Materials Management Division. Priority policy areas will include social value procurement, sustainable and climate action procurement, and Indigenous procurement, in addition to general procurement policy. In this key role, you’ll be accountable for all aspects of assigned projects, from stakeholder engagement and consultation, to training, communication and change management activities.

**Sharing expertise and promoting best practices**

Based on your research into the assigned area(s), you’ll identify policy, resource and systems issues and gaps, and lead strategic policy development, policy analysis, research, evaluation and program development processes. This will see you identifying, formulating and recommending new policy and policy amendments, as well as preparing and supporting the delivery of detailed implementation plans to support management functions and improve the efficiency and effectiveness of operations and service delivery. Maintaining an awareness of relevant policy, legislation and political issues and trends, you’ll be well equipped to provide information, policy development and reports based on such matters along with strategic financial and/or political advice.

**A collaborative approach to getting results**

Comfortable fostering collaboration in a multi-stakeholder environment, you’ll develop and maintain close, effective working relationships with management, City divisions, other levels of government, technical consultants, community agencies, funding partners, advocacy groups, members of the public and/or other groups, to facilitate coordination and ensure awareness of existing and evolving issues and concerns. Your skills as a communicator will prove invaluable as you represent City interests in inter-jurisdictional, inter-governmental, international and community meetings and settings, participate in inter-divisional policy and program development initiatives, lead project teams reflecting multiple stakeholder interests, and develop divisional communication materials and content for internal and external stakeholders.

**Supporting decision-making, priorities and strategic directions**

Tasked with identifying and maintaining performance measures and KPIs for the Division, you’ll lead and directly conduct research and analysis - qualitative and quantitative - of trends and activities related to assigned policy areas and evaluate the strengths, weaknesses and effectiveness of policies, by-laws and programs. This data will enable you to develop criteria to measure program effectiveness and success, identify emerging issues and opportunities, and provide information to management in support of sound decision-making. You're equally prepared to analyze and research issues and Council direction in support of the preparation and administration of the service area's capital and operating budgets and the development and support of long-term business plans.
