JOB
**SUMMARY**:
Under the supervision of the Manager, Design and Construction, the Assistant Manager is responsible for a subsection of the Board’s capital projects including both new builds as well as major renovations to existing infrastructure and provides leadership and management to departmental staff. Projects are delivered both through Board Project Managers as well as external contractors/Consultants.
**QUALIFICATIONS**:
Formal Education and/or Certification(s)
**Minimum**: 2 to 3 years Specialized Community College or a University degree in business and/or engineering-related discipline.
Years of Experience
**Minimum**: 5 to 6 years.
Knowledge
**General and Specific Knowledge of**:
Business administration (e.g. accounting, budget management, project management)
Mechanical disciplines
Building and Fire codes, health and safety and small drinking water systems
Understanding of statutory constraints applicable to school operations and design and construction
Ministry requirements related to design and build
Knowledge of local administrative and regulatory environment for multiple jurisdictions
Knowledge of legal context relating to property matters
Competencies
Ability to manage large and complex projects
Ability to manage budgets and operate electronic spreadsheets
Interpersonal Skills
Communications occur daily with employees within the department and managers, and on a weekly or monthly basis with employees in other departments, suppliers, sales representatives, clients, internal executives, external stakeholders, government representatives and professional advisors.
The assistant manager may be called upon to speak to the media on behalf of the Board.
A range of interpersonal skills are used to perform activities such coaching, communicating complex information (e.g. business cases), listening to staff’s project issues, negotiating, and presenting.
List and Brief Description of Specific Duties
Planning
Under the supervision of the Manager, Design and Construction, the Assistant Manager:
Assists in the development of multi-year departmental workplans within the constraints of funding agreements, ministry and board policies and capital asset data
Develops annual workplans composed of capital projects designed to meet the current and long-term needs of the Board
Maintains capital asset management and project management systems designed to ensure up-to-date asset inventory for Board and Ministry use
Participates in budget planning for the overall department and assists project managers in establishing, managing and reporting on project budgets
Works with consultants, staff and stakeholders to assess needs and develop studies and concepts for addressing those needs
Completes reporting and other requirements associated with Board and Ministry requirements
Engages with municipal, provincial and other staff in planning and developing capital assets
Assists schools and departments in assessing near-term and future capital needs and appropriately planning measures to address those needs
Using facility condition, user input, utilization and forecasted enrollment data, identifies needs for major capital projects and develops proposals for submission to Ministry capital programs
Ensures appropriate documentation of projects, budgets and capital asset information
People Leadership
Under the supervision of the Manager, Design and Construction, the Assistant Manager:
Assist in management of departmental staff
Provide regular support to Project Managers
Assists in the development of growth and succession plans for the department
Provides coaching to departmental staff on technical, administrative and leadership elements of work
Communicates proactively with internal and external stakeholders in response to needs and to inform them about the status of capital assets and projects
Program, Policy and Procedure Development
Under the supervision of the Manager, Design and Construction, the Assistant Manager:
Assists in the development and implementation of tools, templates, procedures and processes and for ensuring alignment with statutory, regulatory and policy requirements
Implement new standards related to the department
Make informed recommendations for Board policy and procedure based on evolving requirements
Manage risks related to Board capital assets, ensuring timely identification, and risk response to ensure safe facilities
Operations
Under the supervision of the Manager, Design and Construction, the Assistant Manager:
Manage large and complex projects including developing business cases for new facilities and projects, including new schools
Oversee projects. Attend meetings with internal Departments (e.g. Operational, Design and Construction) and teams (e.g. architects, engineering, cost consultants) to discuss a wide range of projects and issue
