Ipca Project Manager

**Job Scope**
**Context**: Fort Nelson First Nation has undertaken a joint project of engagement with its neighbouring Kaska Dena and Treaty 8 First Nations, intended to ensure Indigenous-led conservation of a large Indigenous Protected Conservation Area (IPCA) proposed by Kaska Dena. FNFN and Dena Kayeh Institute will explore how co-governance and co-management of the proposed IPCA could be achieved between the Nations, while respecting the interests of all Treaty 8 First Nations.
Reporting to the Director Lands, Resources and Treaty Rights, and working collaboratively with stakeholders, the IPCA Project Manager will be responsible for planning, developing, implementing and reporting on stakeholder engagement and outcomes. The Project Manager will lead the exploration of co-governance options, utilizing a variety of information gathering methods, resulting in the development of draft plans grounded in Indigenous traditions regarding kinship, relationships to land, and intersocietal resource use and access in shared territories.
The Project Manager will be responsible for administering the full cycle of activities to facilitate working groups, committees, meetings, workshops and events, including on-the-land events, designed to build relationships between First Nations leading to co-governance and co-management of the IPCA. Building and maintaining positive relationships with all stakeholders will include developing and implementing strong communication plans that facilitate collaboration between the parties and other stakeholders.
Other responsibilities of this position include budget management, writing proposals and reports, composing presentations and presenting to a variety of groups. Additional requirements include hiring, managing and overseeing ancillary workers and third-party consultants and contractors, and travel within the Treaty 8 and Kaska Dena territories. This Manager will occasionally travel for business trips and gatherings as it relates to the project. Other related duties.
The IPCA Project Manager is a focused and motivated self-starter with project management experience and strong people skills and is confident and comfortable with dealing with stakeholders. This individual demonstrates business acumen, cultural sensitivity, and the ability to facilitate relationship building. Additional attributes include information gathering and organization skills, in-depth communications planning skills, and the ability to develop and write presentations for a wide variety of audiences. This Project Manager will work with politically sensitive information and material and political and senior leaders, requiring a diplomatic approach in all matters. The ability to develop workplans and maintain schedules associated with project deliverables is essential to keeping this work on track.
**Preferred Qualifications**
**Experience**:
- Demonstrated experience in project management, project reporting and budget management.
- Demonstrated experience facilitating relationship building in a multi stakeholder context.
**Knowledge**:
- Post-secondary certification, or equivalent experience, in a relevant field such as environmental science, natural resource management, Indigenous studies, or public administration.
- Knowledge of Indigenous governance structures, land rights, and cultural protocols and commitment to reconciliation and Indigenous rights.
**Skills**:
- Strong communication and interpersonal skills
- Skills at building relationships and collaboration effectively within an Indigenous context.
- Proficient computer skills such as MS Office Suite and/or Google Workspace products.
**Abilities**:
- Ability to prioritize and organize workflows.
- Ability to create and execute special events and related logistics.
- Ability to travel for work to attend business trips and gatherings on a quarterly basis.
**Other**:
- Compliance with BC Immunization program, TB screening, and FNFN’s COVID-19 vaccinations policy.
- Satisfactory completion of a police information check may be required.
- Valid Class 5 BC Driver’s License and Drivers Abstract.
**Optional**:
- Other certificates of training such as: WHMIS, First Aid
- Certification in Project Management
- Ability to speak Dene and/or Cree.
**Work Conditions**
Core business hours are Monday to Friday, 8:30 a.m. - 4:30 p.m., excluding holidays. Majority of work time is split between office-type environment and some field events. Interacts with all levels of the organization, government, and public as approved by the Director. Safety protocols must be adhered to, with PPE as required. Required to attend evening meetings and provide public presentations. Required to drive a company fleet vehicle and will travel for business trips at least once quarterly.
