**Role**:
Reporting to the Manager, Strategic Planning and Reporting, the Facility Emergency Planning Program (FEPP) Advisor is accountable to lead the continued growth and strategic development of the FEPP for the Government of Alberta (GOA). The program establishes the roles and responsibilities for all GOA departments to develop, maintain, implement and co-ordinate an emergency plan to ensure the safety of staff within GOA owned and leased facilities.

**Qualifications**:
University graduation in Business Administration / Arts or related field, plus 4 years progressively responsible related experience; or equivalent as described below.

**Equivalency**: Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

**Knowledge / Experience**:

- Understanding of regulatory obligations under federal and provincial legislation related to emergency planning and response, including the Occupational Health and Safety Act and its regulations and standards.
- Understanding of the Safety Codes Act, which identifies the GOA responsibilities as an owner.
- The Alberta Fire Code relates to emergency plans for fire related incidents.
- The Alberta Occupiers' Liability Act identifies the facility occupier's responsibilities for protection of lawful visitors.
- Knowledge of emergency management and planning for counterterrorism, critical infrastructure and hazard-specific emergency issues.
- Knowledge of the Government of Alberta's Provincial Operations Centre (POC) and methodologies for emergency response coordination is required.
- Strong experience in the area of risk identification, assessment and mitigation.
- Demonstrated experience in program development and evaluation processes.
- Demonstrated interpersonal and collaboration skills to work with multiple clients and stakeholders.
- Ability to develop sound test plans to exercise a variety of emergency plans.
- Sound communication, influence and negotiation skills to engage the participation of others in emergency planning and awareness when it might not be their primary work responsibility.
- Strong written communication skills to prepare briefings, presentations and training materials for a variety of audiences.
