**Manager, SCADA**

This position is located at the Regional Headquarters in Whitby.

Reporting to the Director of Environmental Services, the Manager, SCADA will provide leadership, direction, and advice regarding services delivered by the division, adopt new approaches and empower decision making, while providing overall advice, guidance, solutions, strategic and operational direction in the delivery of the group's services. The services encompass all automation, control monitoring, communication, alarming, data collection, reporting and operational technology infrastructure required to safely operate and control water and wastewater processes while maintaining compliance with regulations.

The incumbent will:

- Develop, lead and manage the implementation of SCADA master plans, standards and design contracts for the plants
- Direct and manage SCADA staff, consultants and contractors to ensure timelines and objectives are met
- Manage the on-going training of SCADA staff
- Develop request for proposals, prepare design contracts and review design contracts
- Review sustainability of SCADA designs
- Develop automation strategies to meet Region policies and practices
- Manage the operation, maintenance and upgrades of the Region's SCADA infrastructure
- Lead and manage SCADA staff to verify and ensure equipment is supplied, installed, and implemented to specifications and SCADA assets are tracked and inventoried
- Support the implementation and commissioning of design contracts
- Manage the installation of all SCADA software and hardware, including support and licensing
- Manage version control and change management and operation of SCADA software/configurations
- Support Plant Operations and Technical Support with data reporting
- Represent SCADA group interest during contract meetings and provide direction on issues and problems

The successful applicant will possess:

- Licensing as a Professional Engineer with the Professional Engineers of Ontario
- Extensive work-related experience in a supervisory environment in the water and wastewater industry and in electrical/electronics, instrumentation, electromechanical engineering or related discipline
- Extensive knowledge of water distribution systems, sanitary sewage treatment and sewage collection systems, engineering design, construction methods and materials, municipal water and wastewater system operations
- Extensive knowledge and experience with networking technology (such as routers, switches, radios, firewalls, etc.), relational databases (such as Proficy Historian, SQL, Oracle, etc.) and familiarity with SCADA software
- Sound overall IT knowledge in databases, networking principles, operating systems, VPN, active directory and mobile hardware/software
- Extensive knowledge of applicable Provincial and Federal acts and regulations including Safe Drinking Water Act, Ontario Water Resources Act, Clean Water Act, Environmental Protection Act and federal Wastewater Systems Effluent Regulation
- Experience working with Microsoft Office software (Word, Excel, PowerPoint, Outlook, Teams)
- Excellent verbal and written communication, managerial, problem solving, analytical, mediation, negotiation, conflict resolution, project management and organizational skills
- A valid Ontario Class G Driver's Licence and the use of a reliable vehicle

Pay: $114,453.00-$143,066.00 per year
