**Major Responsibilities**:
This position will assume the role of technical lead for the Inorganic section of an accredited/licensed Toronto Water Laboratory. The individual will oversee and perform the analytical inorganic and physical testing of water, wastewater and other matrices and support/ensure compliance with all regulatory matters including adverse result reporting as appropriate. The chemist will also support maintenance of laboratory accreditation and licensing by ensuring analyst proficiency, troubleshooting, data review and approval, SOP generation and revision, as well as report generation as appropriate.
- Conducts inorganic and physical analysis and testing of water, wastewater, sewage, biosolids, landfill, leachates, sludge, solids, industrial wastes and other effluents and substances.
- Compares results to regulations to ensure compliance limits are not exceeded.
- Prepares, analyzes and checks standard solutions. Conducts special testing as required.
- Enters and analyzes data using computer. Interprets results and participates in operational and product quality assurance activities.
- Prepares documentation for court processes involving illegal discharge into the sewage system. Represents the Division in court by acting as witness.
- Directs Chemist’s Assistants Grade 1 and technical trainees assigned to the inorganic section by training and demonstrating testing procedures, coordinating activities, assigning and checking work to ensure quality control standards are met and providing technical/functional instructions.
- Reviews and approves data from staff as appropriate.
- Ensures that standard operating procedures and requirements of the quality system are implemented and followed.
- Supports compliance with regulatory matters and maintenance of laboratory accreditation and licensing.
- Continuously keeps up with technical developments related to the position.
- Develops and sets up new methods or adapts established methods for Toronto Water Laboratory use as required.
- Responds to enquiries and complaints from the public.
- Makes recommendations on instrument/equipment purchases, consults with manufacturers regarding same. Performs testing and validation of new instruments in compliance with the laboratory quality management system.
- Consults with manufacturers and makes arrangements for service to equipment/instrumentation, troubleshoots malfunctions and conducts preventative maintenance and minor repairs.
- Requests quotations from vendors and prepares purchase request for lab supplies, chemical reagents and standards

**Key Qualifications**:

- Considerable experience and knowledge with the principles and practices of environmental laboratory operation.
- Considerable experience with analytical inorganic and physical testing of water, wastewater and other matrices or comparable.
- Experience in Quality Control/Quality Assurance principles and practices.
- University Graduate in Biochemistry, Biology, Chemistry, Microbiology, Environmental Sciences, or related engineering field or approved equivalent combination of education and experience.

**You must also have**:

- Thorough knowledge of a Laboratory Information Management System (LIMS).
- Knowledge of drinking water treatment, wastewater treatment and distribution practices and an ability to interpret the significance of analytical results in such a context.
- Extensive scientific knowledge directly related to the specific technical field as well as a proven ability to remain current with technical advancements.
- Knowledge and understanding of applicable standards, legislation and regulations including Toronto’s Sewer Use By-law, the ISO/IEC 17025:2017 laboratory accreditation standard, Safe Drinking Water Act, etc
- Demonstrated ability to communicate effectively both orally and in writing with the public and staff.
- Demonstrated ability to create, maintain and update standard operating procedures, technical assessment/analysis and reports.
- Experience utilizing and knowledge of a variety of information and data management tools such as Microsoft Office (Excel, Access, etc.)
- Demonstrated ability to initiate and follow through on work assignments.
- Demonstrated ability to plan, prioritize, organize and work with mínimal supervision.
- Strong interpersonal skills and a demonstrated ability to direct and train staff.
- Problem solving skills and the ability to exercise sound analytical judgement and to recommend solutions.
